AFP AND PNP UNITS MUST HAVE SPECIFIC AOR TO PREVENT CONFLICT

           With all due respect the AFP and PNP must have specific role to play to protect the country and its people as provided for under the constitution.

          During emergency situation while the AFP is in the frontline to confront the enemy of the state to protect the territorial integrity of the country the police as a territorial force have the role of maintaining peace and order and protecting the life and property of the people in rear areas or urban centers.
           Maximum coordination is made with local units (LGUs).

           During normal situation but threats on terroristic incidents like bombing, kidnappings and other atrocities are persistent the AFP units can augments the Police in appropriate areas deemed effective by AFP, PNP and local officials.

In order  to maintain unit integrity and unity of command the AFP units must be given specific area of operation in close coordination with the territorial force (THE PNP) that have the operational jurisdiction over the entire community in the maintenance of peace and order and in the enforcement of laws….

           In Zamboanga City the original concept of Task Force Zamboanga (TFZ) an AFP unit supporting the Police has an AOR starting from, Recodo to Sangali in a straight compass course in 1994 including coastal areas when it was created under Marine Colonel Millena who later become general.

           In short, FFZ will defend the city against armed attack from lawless elements and terroristic groups in close coordination with the local PNP units and city and Barangay Officials.

           The AFP units can provide maximum support to the PNP and local government if given area of operation to prevent confusion and misunderstanding ignored to get rid of isolated indecent  similar to what happened in Labuan this city on 18 August 2015 that resulted to a senseless shootout which caused the death of 2 policemen and one marine soldier.

He answered ‘there are actually so many several broadband providers that are ready to provide better and effective broadband for us, but the problem, we need to provide policy to be amended, so we will be able the players to come in, it is not a case that we don’t have technology, it is not a case of no players, it is not a case of no investors, that the policy frame work does not allowed them to play.  The specific policy is if you get congressional franchise you have invest a lot. The players who already ready to provide broadband cannot come in because they have to invest in fix line subscriber base to be able to come and play.

 I as president the project in BIMP-EAGA ICT, we are thinking of a way in line with SMEs not everyone cause we cannot, we cause we cannot change the law by night of thinking our innovators have provided by our regulators space and have access in broadband in innovation purposes for research and development we have to make a little space for that until we modify the law, unless we cannot distribute broadband of the franchise area.

The government allowing the consolidation, if they allow consolidating why, And they asking why not a case of quality the lost it to be change, The BBL is a good start so that the people is aware against violence and when you are investing a large amount of money in telephone and terrestrial and it need a big amount of money, but if there is peace in the area leave their money and think about really taking advantage of this market large.

We are supporting all initiatives around the area we are not talking ICT Davao is not a Political organization but for me personally to meet this agree of all people objection we follow Jose Rizal, we citizen of the world, Malaysia is angry with the Singapore, when they separated from the mainland Malaysia at the start, but when Singapore is booming one of the biggest trading partner of the world Malaysia is benefited out from the growth of Singapore economy. The success of it, we must trust each other like Malaysia trust to Singapore and Indonesia to East Timor vis-à-vis, Atty. Matunog said.

The submarine cables are inter-connected from Sabah Malaysia, ARMM-Mindanao, Brunei, Singapore, ASEAN, China, Japan and Guam. And then, getaway from Guam to Parang.
This submarine cable getaways projects it will cost with a total US$73M according to Mr. Jasmi Adnan Thien, Managing Director / President BEST Cable a Singapore registered Corporation and Operation base in Kota Kinabalu, Sabah Malaysia.

SULTAN KUDARAT, MAGUINDANAO – Mohagher Iqbal explained to the group of Media the detail of the first phase of the Decommissioning process was the part of the agreement between the GPH and MILF in the ongoing long stall peace process in MINDANAO, Iqbal said, 75 mixed of heavy and small fire arms in the ceremonial turn-over is to honor the FAB and CAB signed documented agreement between the GPH and MILF.

The Decommissioning process will be completed after plebiscite and regular election conducted in the BBL Core territory identified in the MILF peace panel that crafted and drafted BBL.

Transition is running out of time, and the GPH and MILF must continue to talk on BBL and they should be concluded under the President Aquino administration.

GENERAL SANTOS CITY – August 12, 2015 – The theme international Youth Day 2015 is “Youth CivicEngagement.” The engagement and participation of youth is essential to achieve sustainable human development. Yet often the opportunities for youth engage politically, economically and socially are low or non-existent.

Vice Mayor Nograles said, the fruits of our collective engagement that is why the six city council, which is past policies that promote general welfare of common good most among to our champions for coast to enhance our youth: social, political, economic, cultural, intellectual, morals, spiritual and physical development. This International Festivities will be held from August 9 to 18, 2015 in the different venue of South Cotabato including Mall Shows presentation and Out-OF-TOWN Shows presentation. They are: From Japan delegation headed by Mr. Reika Matsuura, Slovenia Delagation headed by, Mr. MihaKozjek, Chinese Taipei delegation headed by Ms. Shutzenggat Chang, Mexico delegation headed by Ms. Maria Dolores Olivier De Menchaca, Poland delegation headed by Ms. Hanna Jaworska, Russia delegation headed by Mr. Iakovlev Yuri, Turkey delegation headed by Mr. Ismael MuammerEssiz, Sri – Lanka delegation headed by Mr. MudiyanselageGunadasaBasnayare, Indonesia delegation headed by AsishWaya Sari, and including Local Dance Troupe headed by Ms. Vivian S. Welcome Address by Hon. Eliordo U. Ogena, City Vice Mayor and then after the Welcome Address by the Vice Mayor Ogena followed immediately the Raising of the Philippine Flag and the respective Country Flags: Indonesia, Sri Lanka, Mexico, Turkey, Japan, Russia, Slovenia, Chinese Taipei and Poland and the Closing Remarks by Hon. Mark C. Lapidez, City Councilor of Koronadal City with his closing statement.

GENERAL SANTOS CITY – August 5, 2015 Mayor Ronnel C. Rivera, Vice Mayor ShirlynBanas – Nograles, Engr. Pio G. Lumingsod I, District Engineer – DPWH, Kagawad Arturo Cloma, Engr. Kits Provido, City Engineer Office and Representative  from SOCOTECO II who led the switching Ceremonial lighting of the Street Light Project along the National Highway from Barangays Katangawan – Batomelong Junction.

Among other public local officials who also witnessed in the switching of Street Light Project are: KagawadRosalita Nunez, KagawadShandeePestano -Lledo, KagawadDominador ‘Dom’ Lagare III, KagawadRamon ‘Monching’ Milleza, IPMR Kagawad Mario Empal and Heads and Executive Assistants of the City Mayor’s Office and the different Departments of City Government of General Santos City.And Barangay officials.

Vice Mayor ShirlynBanas-Nogralesin her welcomeaddress said, this street lighting project is now fourth phase, the first phase Makar-DARBCI, second phase Lagao- Katangawan and third phase Lagao-Buayan. The budget for those projects is cost P47M have an excess of P15M that is why street lighting project completed from Katangawan to Batomelong junction.

Vice Mayor Nograles said, “The Money that we are paying for taxes is properly utilized and wisely spent under the good leadership of our Mayor Ronnel C, Rivera with the counterpart DPWH and SOCOTECO II”.

Brief description of the Street Light Project going back to conceptualize this project and going back saying from the Old Testament, “God created the Universe from now it said – Let there be light, so there was light”. “We the people as human are just instrument of God – and our Mayor himself a human created by God is also an instrument”. Engr. Kits Provido said. At the beginning of his first year in office, Mayor RCR instructed us – Engr.PioLumongsodDPWH, SOCOTECO, City Planning Office, City Finance Office and City Engineering Office to form Technical Working Group - TWG

Project details: 2015 projects started on the 3rd week of this month have P31M budget - area is from Airport junction to fishport P15M, Fishport to Bawing (entrance) P10.5M, Bawing to Town site P5M, up to bounded MaasimP1.3M.andEngrPioLumungsod said, that  P75M allocated to DPWH forthe Street Lighting allotted to the area ofCalumpang junction to Airport. And also he said, that it is a part for our local government of GSC to continuing improvement of the city to light the entire street to make less the Traffic incidents.

Mayor RCR has expressed thanks in one way or the other to all his technical working group that street light project was completed. More projects will be implemented upon approval of the funds intended for General Santos City. We are just here as an instrument for growth and development and public servants, Mayor RCR said.

GENERAL SANTOS CITY – August 4, 2015 – Lung Month Press Conference at Family Country Hotel, Gensan public officials were presents: Olivia T. Suradia, MPA, DMHRM, PIA, RED – R12, Teodenes F. Baluma, MD, MHA, EPCHA, CESO III, DOH, RED – R12, Francisco J. Mateo, MD, MPH, CESE, DOH –ARD – R12, Amebella C. Taruc, MD Chief – LHSD, DOH – R12 and KamjonUsman, Jr. RN, Regional NTP – Nurse Coordinator DOH – R12.

Every year, there is an estimated 9 million new TB cases but consistently 3 million cases were either not diagnosed, not treated, or diagnosed but not registered by national TB programmes (NTPs). Major efforts are needed to close this gap.

Following discussions and consultations with partners, thus the theme for 2015.

Partners will continue to call for a global effort to find, treat and cure all people with TB and accelerate progress towards the bold goal of ending TB by 2035.

To address TB, there is a critical need to address weakness in countries’ health systems, and we need sustained and predictable funding, political engagement and support. We need countries to step up their domestic investments in TB in a cost efficient manner – in prioritized interventions that work and show impact. We need communities, people affected and civil society in the driving seat.

Lung Month Celebration every August

Proclamation no. 1761 s. 1978 declares the month of August and every year thereafter as the National Lung Month (In relation to former President Manuel L. Quezon who was born on August and died with TB on the same month)

The National Lung Month is actually celebrated in the Philippines every August to promote awareness about pulmonary diseases. It is also in this month of August that all awareness programs about pulmonary diseases are conducted. The following are central events related to this month:
·          Lung Cancer Awareness Month
·          National Tuberculosis Awareness Month
·          National Tuberculosis Day – August 19
·          Asthma Week – August 17 to 21

Regional Updates
1.        Updated Targets until 2016 is 90% CDR and 90% Treatment Success Rate
2.        2014 accomplishment no. of diagnosed cases and treated: 97% or 11,940
a.       Target of 12,336
b.       1560 of these cases are TB in Children (15 years old below cases)
c.        59 TB DOTS facilities (3 are Hospitals DOTS, 56 are RHU based)
3.       1st quarter 2015 reports; a total of 3967 cases were detected with TB
a.       Among these are 3699 new cases, 190 relapse cases, and 87 previously treated cases

4.        Statistics show that 4 out of 10 TB symptomatic consulted a hospital and TB is one of the     leading causes of hospital admission and deaths.
5.       In Region 12, a total of 28 public hospitals and 77 private hospitals

1.       All of the public hospitals were engaged in TB DOTS

10 of the private hospitals were engaged in TB DOTS
                           Engaged meaning these hospitals were oriented on TB DOTS referring and providing
                           Services, their functions, and committed to perform DOTS
6.       Cotabato Regional and Medical Center is a DOTS Provider Hospital and a Programmatic Management of Drug-resistant TB treatment Center for the region.
7.       The Doctors Clinic Hospital, Inc. in Koronadal City is a private TB Culture Laboratory in the region.
8.        Gen. Santos City Hospital is newly engaged Satellite Treatment  Center  for Programmatic Management  of Drug-resistant Tuberculosis. Formally launched last March 23, 2015
9.        3 genexpert sites  (rapid diagnostic tool) is operating at region 12 (CRMC, Koronadal CHO, and General Santos City Hospital)
10.    4 additional genexpert sites will be operating this year: SKPH, Kiamba district hospital, Cotabato provincial hospital, and Glan municipal hospital
11.    Outpatient TB DOTS package is now 4000 pesos as per PhilHealth Circular no. 014, s 2014
12.    No. of Presumptive Drug-resistant TB screened: 381
a.       No. of Confirmed DR TB on going treatment: 40
b.       No. of cured since 2011 (DRTB operation started at region 12): 4
13.    Programmatic Management of Drug-resistant Tuberculosis new  initiatives
·          Community Based PMDT Care Initiative (ComPCare)
    1.  Home setting and patient centered approach DOT through community treatment partners
·          Integrated DOTS (iDOTS)
    2.  Integration of PMDT casefinding and caseholding to DOTS facility
·          Enhanced Transportation Allowance Package (ETAP)
    3.  Basically, enhancement of the transportation allowance of DR-TB patients (additional compensation/incentives to patients.)
·          Milestone Achievement Incentive Package (MAIP)
1.an initiatives that aims to rewards patients for their continued treatment throughout theduration of DRTB care
2.    5000 for the first 6 months and another 15,000 for the complete treatment of 18 months or more

a.         Global Fund – Philippine Business for Social Progress, Primary recipient for funding malaria, AIDS and TB
b.        IMPACT (innovation, multisectoral partnership and alliance to control TB) helping low performing areas to achieved TB goals
c.         Philippine Tuberculosis Society Inc. (PTSI) – involving Private Hospitals of General Santos City to engaged of TB DOTS
Activities to be conducted:
·         Implementation of HIV collaboration in category B area (General Santos City only)
·         Monitoring and Supervisions to TB DOTS Facilities
·         Quarterly  Data review and reconciliation of NTP reports
·         Barangay level empowerment thru giving incentives for health workers
