GOVERNOR SUHARTO “TENG” MANGUDADATU RECEIVED DOCTOR OF HUMANITIES…

SULTAN KUDARAT – December 14, 2015 – Governor Suharto “Teng” Mangudadatu of Sultan Kudarat has received the Conferment of Degree HONORIS CAUSA – DOCTOR OF HUMANITIES during the 25th Founding Anniversary of the Sultan Kudarat State University (SKSU). This award was given by the State University  (SKSU) President Dr. Rolando F. Hechanova, PhD.

Governor Mangudadatu PhD conferment the degree of “HONORIS CAUSA” because of his local policy Administration based on “GOOD GOVERNANCE and FULL ACOUNTABILITY”, he was then former Mayor of Lutayan, Sultan Kudarat, Congressman of the 1st district of Sultan Kudarat and 3 terms Governor of this province.

During his term as local executive, he did an exemplary dedicated public service for the development and growth of Sultan Kudarat Province on particular “infrastructure projects and livelihood assistance” and many others socio-economic projects for the constituent of SK.

Governor Mangudadatu was recommended by SKSU Academic and Administrative Councils on June 2015 to the Board of Regents on June 30, 2015 and was submitted to the Regional Office of CHED – 12 thru a Board Resolution Number 25, Series of 2015 in compliance with CMO number 53, and Series of 2012 and was approved by the Commission on Higher Education (CHED).

My personal Congratulation Governor Teng Mangudadatu for that exemplary award in public service!!! Wish again Good Luck Governor Teng!!!

SARANGAGI PARTNERS WITH GLOBE FOR SAR 117 HOTLINE

Sarangani partners with Globe for SAR 117 hotline

ALABEL, Sarangani (Decemeber 1, 2015)- Sarangani will launch its 24/7 emergency hotline on Wednesday (December 9) being the first local government unit (LGU) in the country to localize the nationwide Patrol 117. Sarangani officials were presents who proxy Governor Steve C. Solon is Board Member Elmer T. Peralta Committee on Disaster, Mr. Flor C. Limpin, Provincial Director – DILG, Dir. Minda C. Morante, Regional Director, OCD – R-12 RDRRM Chairperson, Ms. Michelle Ora, Globe Company Representative, Engr. Froilan J. Jamias, OLC Regional Director – NTC Regional Officer-in-Charge and Mr. Rene Punzalan, PDRRMO.

In a letter sent by the National Telecommunications Commission last month, Region 12 Director officer-in-charge Engr. Froilan Jamias commented Sarangani “as the first LGU to adopt the hotline.”
Patrol 117 was institutionalized as the nationwide emergency hotline thru Executive Order no. 226 in 2003.

In Sarangani Provincial Disaster Risk Reduction and Management (PDRRM) Officer Rene Punzalan said the hotline will be called SAR 117. It would serve as the “nerve center” for collaborative implementation in monitoring and addressing emergency and distress situations.
The idea of institutionalizing SAR 117, Punzalan said, is to have a “safer and disaster resilient Sarangani”  thru a voice patch that would be provided by Globe Telecommunications linking residents of the province to various coordinating agencies responding to emergencies.
Globe, being the host telco, has committed to be Sarangani’s partner for SAR 117 offering lower installation and maintenance cost and technical support and other services that are more advantageous to the provincial government.

The LGU has earmarked a total of P627,700 for the first year of implementation of SAR 117 which already included the PBAX System, installation fee and the P40,000 monthly recurring cost.
Last month Globe PDRRMO the operation of SAR 117 conducted the triangulation relative to the operation of SAR 117 and reported around 450 cell sites in Sarangani that would be utilized for the program.

According to the PDRRMO the operation of SAR 117 would be restricted only to Sarangani towns. Even General Santos City, which is located midway of Sarangani, could not access the hotline.
Sangguniang Panlalawigan Resolution No. 2014-8-065 has also been approved to support this program as beneficial in serving “as direct and fast conduit to report and respond to crimes, emergencies, rescue/retrieval situations, and similar conditions.”

It said “the provincial government has geared towards the establishment of a well-equipped communication facility that would immediately respond to emergencies in the province,” hence the PDRRM council has adopted the establishment of SAR 117.

SAR 117 is also in line with Republic Act 10121 or known as The Philippine Disaster Risk Reduction and Management Act of 2010 which provides that it is the prime responsibility of all government units to provide maximum care, assistance and services to individuals and families affected by natural and human-induced disaster, implement emergency response and rehabilitation services to lessen the impact of disaster.


In 2014, Sarangani already launched the phase I Emergency Hotline Text Connect System that serves as data banking and early warning information service to Sarangani constituents during calamities and disasters. (SARANGANI INFORMATION OFFICE/ Beverly C. Paoyon)

WHAT IS BEHIND CORRUPTION and RAMPANT INJUSTICES IN OUR COUNTRY

      When professor Gilbert Quimpo, a Filipino-Japanese doctor on INTERNATIONAL  POLITICAL  SCIENCE based in Japan said, “The Maguindanao Massacre of November 23, 2009 can never be resolved because it is just a small ice on the top of  very big iceberg in the world.” what did he mean?

            Knowing a lot world history, professor Quimpo means what he says, and says what he means.

           Quimpo knows who those who espouse the masonry are. Those who are the followers of the CIA and World Syndicates. Also those who are followers of the Mafia of the KGB, of the unreasonable racists who believe they are superior to those black or colored peoples.

           Quimpo also knows that the world is overruled by the capitalists, by the status quo or the powers that be. And that big contra Vida’s to the status quo like the ISIS, Jihadists, and all groups of anti-government forces to overthrow established government entities.

           All these forces contribute to fight against the maintenance of the status quo which has strongly established the so-called “impunity” the “freedom of exemption of punishment, harm or unpleasant consequence” (Funk and Wagnall’s standard desk dictionary)

           Our country is one among the six countries in Asia that has established impunity for a long time already.

          IS IMPUNITY THE MAIN CAUSE OF CORRUPTION AND RAMPANT INJUSTICE IN THE PHIL?

          Obviously, it is says Pope Francis when he comes to the Phil last Jan. 15-19, 2015. “Corruption is the main cause of poverty in the country, and most probably, so are the rampant injustices the results of impunity and the people’s indifference to truth, love, justice and mercy compassion for all those ordinary civilians who are powerless and voiceless!

          Like the 5 countries in Asia that are victims of impunity, we have been struggling against the evils brought about by the entrenched status quo established by those who connive with anti-God and anti-people practices.

        Who will this next president be??? He must first of all be; A man of God, meaning, he must espouse truth, love, mercy, compassion and justice (fairness to all), for God are all of these virtues. All of the 4 virtues; truth, love, mercy, compassion and justice would mean PEACE.

        If our president is not at PEACE with GOD, he will necessarily be at peace with his constituents, be they good and bad.

         
       So, the best PHL president is one who loves both God and all his countrymen by trying to fulfill his mandate to do for the common good no matter what the cost maybe!!! 


       OUR NEXT PHIL PRESIDENT MUST FIGHT AGAINST THE EVIL OF CORRUPTION AND INJUSTICES  BROUGHT OUT BY IMPUNITY

           Who will this next president be? He must first of all be; A MAN OF GOD, meaning He must espouse truth, love, mercy, compassion and justice (fairness to all), For God is all of those virtues.  All of the 4 virtues; truth, love, mercy, compassion and justice would mean PEACE.

           If our president is at Peace with GOD, he will necessarily be at peace with his constituents, be they good and bad.

           So, the best Phil President is one who loves both GOD and all his countrymen by trying to fulfill his mandate to do for the common God no matter what the cost may be!

     
           GOING AGAINST IMPUNITY IS A GARGANTUAN, DANGEROUS TASK A NATIONAL LEADER HAS TO FACE

       It’s a “Do or Die” challenge to kill impunity. If a 100 Million Filipino nation can be united to stand and fight against impunity, victory would not be so far.

       However, being a republican state and democratic government since before, our country has been ruled by capitalistic oriented leaders: Spain from 1521-1898; 1898-2015 by US with the support of other foreign forces.

       So, it’s a formidable challenge for whoever wants to be PHL president in 2016-2022???

       Will a Duterte or a Binay or a Roxas or a Poe be able to face bravely to balance this formidable foe which is impunity??? Can these billionaires or even trillionaires of the world to be in their side to support for winning the PEACE under who will become PHL President in 2016-2022??? This is a millions dollars question???

      Only the man, like David of old, small but terrible! Yet with just his simple sling shot could knock-down Goliath, the formidable giant! And made him blind, whose body rolled down precipice and became lifeless! David secret? His strong faith in God!

      The PHL president willing to challenge the status quo whose lifeblood is impunity must be willing to offer his life for the ransom of million Filipinos. He must be willing be willing to live and die so that others may live!

      Who among the candidate for president for 2016-2022 could be God’s choice and ours, too??? President position is destiny from God!!!

OBAMA ASKS FOR HELP TO COMBAT TERRORIST USE OF SOCIAL MEDIA

WASHINGTON, D.C./NEW YORK – President Barack Obama on Sunday called on Silicon Valley to help address the threat of militant groups using social media and electronic communications to plan and promote violence, setting-up renewed debate over personal privacy online.

“I will urge high-tech and law enforcement leaders to make it harder for terrorists to use technology to escape from justice,” Obama said in a televised Oval Office Speech.

Obama used the address to try to reassure Americans nervous about possible attacks after the shooting to death of 14 people at an office party in San Bernandino, California, by a husband and wife with radical Islamic views.

The shooting have reinvigorated a long-running debate about Washington’s digital surveillance effort to find and capture violent extremists, with at least one sign of Republican support in the House of Representatives for Obama’s agenda.

The Republican-led House Foreign Affairs Committee will consider legislation on Wednesday calling for more details from Obama on a strategy “to combat terrorist use of social media.”

Committee Chairman Ed Royce said in a statement: “If we’re going to prevent additional attacks, President Obama is going to have lay out the broad, overarching strategy. …And in the House, we’re committed to providing the support needed.”

The White House wants tech firms to help by restricting the use of social media for violent end, a senior administration official said on Sunday, speaking on background.

In coming days, the White House will talk to companies in the tech sector about developing a “clearer understanding of when we believe social media is being used actively and operationally to promote terrorism,” said the official.

Obama sees the need the need for the sector to work with law enforcement when the use of social media “crosses the line” from expressing views “into active terrorist,” the official said.

“That is a deeply concerning line that we have to be addressed. There are cases where we believe that individuals should not have access to social media for that purpose,” the official said.

There have also been calls to weaken encryption to make it easier for the government to monitor communications. That idea has met fierce opposition from technology companies and privacy advocates, who warn that weaker encryption, would expose data to malicious hackers and undermine the internet’s integrity.

The White House wants to keep talking to Silicon Valley about encryption, saying US allies in Europe and elsewhere “want to make sure that encryption is not utilized in a way that allows for a space, a dark space, for terrorist groups to be plotting operations and attacks, the official said.

Some lawmakers were expected to revive legislation that would require social media site such as Facebook and Twitter to inform the government about posts deemed to promote “terrorist activity.”

TWO MAGUINDANAO TOWNS SETTLE BORDER CONFLICT AMICABLY

Two Maguindanao towns settle border conflict amicably

TACURONG CITY – Elected officials of two Maguindanao towns settled amicably in symbolic rite here Wednesday their geopolitical boundary conflict involving more than 7,000 hectares, adhering to a “win-win” solution brokered by provincial and regional authorities.

Mayors Rasul Sangki of Ampatuan and Abdullah Campong of South Upi alongside their vice mayors and municipal councillors signed an agreement stipulating an “equal division” among their towns of 7,941.4 hectares of land along the “overlapped” borders of five component barangays.

Forester Kahal Kedtag, regional secretary of the Department of Environment and Natural Resources (DENR) of the Autonomous Region in Muslim Mindanao (ARMM) and Maguindanao Gov. Esmael “Toto” Mangudadatu invoked the Solomonic solution in brokering the amicable covenant.

“This (covenant forging) is a breakthrough in our campaign to do away with a protracted legal battle through the usual government arbitration process that would entail substantial time and resources from both camps,” Mangudadatu told reporters covering the symbolic ceremony.

Sec. Kedtag said had asked the governor to help him resolve the boundary conflict along barangays Itaw, San Jose and Pilar in South Upi and barangays Salman and Tubak in Ampatuan appearing to have “overlapped” in a cadastral survey undertaken by the DENR-ARMM across the autonomous region.

He said the survey was conducted last year and completed last June for the geopolitical boundaries of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi and the cities of Marawi and Lamitan, all component areas of ARMM.

“We’re now in the stage of office verification in progress (OVIP) preceding the submission of final results to our main office,” Kedtag said, expressing elation over the out-of-court settlement of the Amppatuan-South Upi border question.

Once the national DENR office received the official results, he said, local boundary conflicts shall be settled through tedious legal proceedings.

Wednesday’s settlement ceremony was hosted by the governor at his family-owned resort here where hundreds of officials from Ampatuan and South Upi towns and observers from different sectors converged.

Similar amicable settlement proceedings were conducted earlier on the borders between Libungan, North Cotabato and Buldon, Maguindanao, enabling the latter town to regain some 20,000 hectares of land, Kedtag said.

He said the DENR-ARMM also completed recently similar interventions on border conflicts in between Basilan towns and Isabela City.

He said his agency’s cadastral survey also showed Lanao del Sur having inter-municipal boundary conflicts, which would be subjected to similar out-of-court soon. (Ali G. Macabalang)

SOCOTECO II in the latest ERC hearing acquired new contract from the US base power supply company. RENEWABLE ENERGY SUPPLY between SOCOTECO II and ASTROENERGY DEVELOPMENT GENSAN, INC. With ERC case No. 215-148. Hearing Officer Atty. Rhett Roswell Mislang from the Energy Regulatory Commission of the Department of Energy.

The cost of the project estimated by the ASTROENERGY President & CEO will be in the amount 2B without single cent spent by the SOCOTECO II. This is a SOLAR ENERGY project for General Santos City.

 According to a power expert in that hearing “Solar energy is cheaper to compare with Diesel and Banker fuel”, and this project is an intermediate power supply for General Santos City. Gensan had advanced programs for their sufficient power supply and they had never an experienced of longer power shortage like the rest electric cooperative based in Mindanao.

 General Santos City and SOCOTECO II has an advanced planned to ease out power shortage of the city pestering the consumer public averaging six to eight hours a day brown-out in a rotational schemes by the SOCOTECO II management.

By adopting Gensan and SOCOTECO II solution for equitable and sufficient power supply is not bad copying the strategy which is very adaptable and reasonable rate to consumers.

           Isang malaking biyaya at pagkakataon ang mapabilang sa isang bayan na nagsusumikap na umunlad sa kabila ng kakaunting pagkukunan para masagot ang mga pangangailangan nito. Ang kaunlaran n gating bayan ay bunga ng mahigpit na pagkakaisa ng pamahalaan at mamayan. Sa lahat ng pinagdaanang pagsubok unti-unti nating nadadama ang pagbangon. At sa lahat ng pinagdaang hamon sama-sama nating nakamit ang tagumpay. Lubos akong nagpapasalamat dahil sa inyong dimatawarang suporta at sinamahan ninyo ako sa loob ng siyam na taon na aking panunungkulan sampu n gating konseho, department heads, at mahigit walumpong kawani ng pamahalang local. Ang pagkakaisa an gating naging sandata upang maisulong an gating adhikain na maiangat ang antas ng pamumuhay ng bawat mamamayan ng Datu Paglas. Nawa’y ipagpatuloy natin an gating magandang nasimulan para tuloy-tuloy ang pag-unlad n gating mahal na bayan.

           Ikinagulod kong iulat sa inyo ang mga programa at proyekto n ating pamahalaang local mula ng tayo ay naupo at nanungkulan na sama-sama nating napagtagumpayan bunga ng pagtupad sa aming tungkulin na kayo ay mapaglingkuran ng tapat at sa tulong din ng inyong pagganap at pakikiisa bilang responsableng mamamayan ng Datu Paglas.

           Ang nabalangkas at nabuong Komprehensibong Plano sa pagpaunlad ng Datu Paglas ang naging batayan ng lahat ng mga programa at proyekto na pinatupad sa administrasyong ito.

           Sa kumprehensibong Plano na ito ay nakasaad ang adhikain na ang sector ng EDUKASYON ay mabigyan ng sapat na pagtingin upang sa ganoon ang karapatan ng bawat kabataan sa Datu Paglas na magkaroon ng dikalidad na edukasyon ay maipagkaloob sa kanila. Sinikap ng Pamahalaang local na sagutin ang problemang kakulangan ng guro sa amamagitan ng pagbuhay ng Teacher’s Volunteer Program. Kinabibilangan ito ng mga guro at ustadzes. Naglaan ng pondo ang local na pamahalaan para sa honorarium ng mga volunteers. Ang mga volunteers ay ginabayan ng mga paaralan at binigyan ng sapat na trainings upang maging handa sa pagtuturo. Ang mga guro ng Datu Paglas sa pakikipagtulungan ng local na Pamahalaan sa Synergeia Foundation ay nagtraining sa larangan ng agham sa matematika, Ingles at Siyensya, na nakakitaan ng kakulangan ayon sa ulat ng pamunuan ng DepEd. Naglaan din ang local na pamahalaan ng mga office supplies sa bawat distrito upang magamit sa paggawa ng teaching materials. Nagkaroon din ng mga trainings ang mga supervisor at principal ng tamang pamahala sa kani-kanilang paaralan upang lalong maayos ang kalidad ng mga pagtuturo ng mga guro.Pinagalaw din ng local na pamahalaan ang Lokal School Board (LSB) upang magkaroon ng mas maraming partisipasyon sa iba-ibang sector na kasapi nito. Inorganisa din ang Barangay Local School Board ng sa gayon ay mabigyan nila ng sapat na pansin ang mga kaganapan sa mga paaralan ng kanilang barangay.

          Dahil sa pagdami ng mag aral sa Dau Paglas, ang DepEd ay bumuo ng karagdagang distrito upang matugunan ang pamamahala sa mas maraming mag-aaral, Isinilang ng Datu Paglas DepEd Eastern District.

           Dumami din ang nagpatala sa High School kaya nangangailangan din na dagdagan ng High School sites ng sa ganoon mahati-hati ang mga mag-aaral at mapalapit sa paaralan. Naitatag ang Manindolo National High School at Datu Katong Madidis National High School.

            kaakibat ng pagtaas ng populasyon ng mga mag-aaral tumaas din ang pangangailangan ng mga silid aralan. Sa pakikipag-ugnayan ng local na pamahalaan sa pamahalaang National, pamahalaan ng Autonomous Region Mindanao at ng mga Non-Government Organization gaya ng JICA at J-Bird nagkaroon ng dalawamput isang karagdagang unit na silid aralan ng ibat-ibang dimension. Mga lumang silid aralan ay ipinaayos din para makaragdag sa pagtugon ng pagkukulang ng silid aralan.

           Naitatag din ang Eskolar ng Bayan Program ng local pamahalaan upang ang mga karapat-dapat na mahihirap na mag-aaral ay mabigyan ng pagkakataon.

           ang sama-samang pagtutulungan ng LGU, CSO, DepEd at mga magulang upang gumanda ang kalidad ng edukasyon sa Datu Paglas ay nagbigay dan sa suno-sunod na pangunguna ng DepEd Datu Paglas sa mga National Archievement Test and Competitions sa Rehiyon.

            Sa larangan ng KALUSUGAN naging adhikain ng pamahalaang local na magkaroon ng malusog na pamayanan upang mas matatag ang kanilang maiambag sa pag unlad ng bayan. Taon-taon idinadaos ng LGU ang pagkakaroon ng Municipal Health Summit upang malaman ang mga isyu at problema sa mga katayuan ng kalusugan sa bayan at mabigyan ng karampatang lunas ang mga ito. Napag-alaman sa Summit ang kakulangan sa mga kawani para sa kalusugan. Di angkop ang kanilang bilang sa dami ng barangay na kanilang pagsisilbihan. Kaya itinaguyod muli ang Barangay Health Worker’s Volunteer Program, upang may ka partner ang mga regular health workers ng MHO, sa loob ng siyam na taon halos nadoble na ang bilang ng mga Health centers sa Datu Paglas. Dalawang paanakan din ang naidagdag handog ng Zuelling Fundation. Sa mga supporting pasilidad na ito idinaraos ng MHO ang lahat ng mga programa at proyekto nito. Upang mapalapit sa mga mamamayan ang mura at abot kamay na pagkukunan ng gamut, muling binuksan ang mga botika ng barangay sa Datu Paglas. Sa pagnanais na mapangalagaan ang mga ina at mga kababaihan na mga buntis sa kanayunan, taon taon ay ginaganap ng pamahalaang local  ang Buntis Congress upang mabigyan ng sapat na kaalaman ang mga bagong nagbubuntis at mga bagong programa at proyekto ng pamahalaan sa mga dati ng ina. Upang matiyak na ang mga buntis sa barangay sa panahon ng kanilang panganganak ay mabigyan ng tamang pag-aruga, binuo ang Buntis Patrol na siyang nagmomonitor sa kanila. Tiniyak din ng LGU na ang sasakyan para sa mga buntis sa mga liblib ng lugar ay palaging nakaantabay. Sa pakikipag-ugnayan ng LGU sa ibat ibang NGO’s nabigyan ng mga gamit para sa malinis na inumin ang mga barangay na may kakulangan ng pagkukunan ng malinis na tubig inumin. Gaya ng WASH project, biosang filter project na handog naman ng Gawad Kalinga. Upang matiyak na ang mga mamamayan ng Datu Paglas ay makakakuha ng serbisyo ng Hospitalization, ang LGU ay naglaan nan g pondo para sa Philhealth premium bago pa man nagkaroon ng universal program and pamahalaang national.

           Higit sa lahat pinairal ang pangangalaga sa kalusugan ng mga taga Datu Paglas sa pamamagitan ng Tri-health leadership na pamamaraan. Kung saan ang LGU sa pamamagitan ng alkalde na magmamando ng direkyon at tulong, ang teknikal naman na aspeto ay pamumunuan ng Municipal Health Officer ng MHO at ang akmang pagmomonitor at paghahatid ng mga impormasyong hinggil sa kalusugan ay gagampanan ng mga CSO’s. Naniniwala ang LGU na, Lakas ng Bayan, ang mamamayang malusog, malakas at may maayos na pangangatawan. Kaya lahat ng programa at proyekto na ginagawa ng LGU ay ginampanan ng tapat at walang pagaalinlangan.

           Ang paglilingkod sa bayan ay nakatuon din sa pagkakaroon ng sapat na imprstraktura upang mapabilis ang pagunlad sa kanayunan. Sa pagtanaw sa nakaraan, maraming mga daanan sa Datu Paglas ang hindi maayos at di madaanan. Dahil ditto maraming bagay ang naapektuhan ang  mga magsasaka sa pagdala ng kanilang produkto sa pamilihang bayan, mga mag-aaral patungo sa paaralan, mga mamamayan na may sakit, buntis at mga emergency cases na dapat dalhin sa kabayanan. Dumaan sa matinding pag-aaral bago napagdesisyunan ng pagbili ng mga Heavy Equipments para sa pag-aayos sa lampas isang daang kilometrong barangay road. Sa pagkakaroon ng heavy equipmnets  lahat ng mga Municipal road at barangay road ng Datu Paglas ay nakumpune na ta pinakikinabangan nan g mga mamamayan. May 6 na kilometro din sa concreting ng nagawa sa ugnayan ang ARCP II project ng DAR at LGU. Nag ambag ng 60% ang LGU  sa kabuunan ng halaga ng proyekto at ang 40% ay ambag ng pamahalaang national. Naipagawa din ang mga tulay na kailangang magdugtong sa mga kanayunan tungo sa kabayanan. Mga imprastraktura na suporta sa pagpasigla sa ekonomiya ay naitatag din gaya ng mga bagong pakainan, maayos na terminal, fish landing at cold storage, bagong market stall at grocery center. Sabay nito kinailangan din na palakasin ang suporta sa agrikultura gaya ng pag aayos ng mga irrigation facilities upang lalong mapalaki ang area ng mga pananiman, mga post harvest facilities gaya ng warehouse at dryer. Ang lahat ng mga imprastrakturang nagawa ay nagpanumbalik sa kasiglahan ng ekonomiya ng bayan at ito ay nagiging paraan din na humikayat sa mga mamumuhunan sa pag-unlad ditto sa Datu Paglas.

           Sa usaping Kapayapaan, Kaayusan at kaligtasan, tiniyak ng bmga kinauukulan na sila ay handa para tumupad sa kanilang tungkulin sa gayon mapanatag ang mga mamamayan pagdating sa kanilang kaligtasan. Sa pamagitan ng ugnayan ng LGU at pamunuan  ng Philippine National Pulis  naitatag ang bagong Municipal Police Station. Sabay nito ay ang pagbibigay ng LGU  ng mga office equipments at fixture upang magamit ng mga kapulisan. Tiniyak din ng LGU na ang sasakyan ng mga kapulisan ay palaging nasa top condition upang sa gayon ay laging handa sa tawag ng pangangailangan ukol sa kapayapaan at kaligtasan.Ang local na pamahalaan kaagapay ang pamahalaan ng barangay ay ginawang aktibo din ang SCAA na administrasyong pinamumunuan ng Philippine Army upang maging katuwang ng PNP sa pagpapatupad ng kaayusan. Kapayapaan at kaligtasan ng bawat mamamayan. Sila ay bunigyan ng kaukulang allowance at rice  subsistence allowance sa kanilang tour of duty. Para matiyak ang kaligtasan sa aksidente, at makaiwas sa mga masasamang loob sa paglakbay sa gabi nilagyan din ng street lights ang mga lansangan. ang pagtatag ng waiting shed ay tulong din sa kaligtasan ng mga mamamayang lalakbay dahil meron silang tamang antayan. Naipatayo din ang Municipal Fire Station at nabigyan ng sapat ng mga office equipments at furnitures, hindi nga lang dumarating pa nag fire truck na nanggagaling sa pamahalaang national na siyang naging pangako kung tayo ay gagawa ng fire station. Nabuo din ang TASK FORCE DATU PAGLAS COUNCIL ON DRUGS AND CRIMINALITY (DACODAC) na layunin ay masugpo ang paggamit ng bawal na gamut at pagbebenta nito. Ito ay binubuo ng LGU, PNP, PA, MILF, DepEd, Business sector at Religious Sector.

          Naging malaking hamon sa local na pamahalaan ng Datu Paglas ang usapin sa pangangalaga sa kalikasan at kapaligiran. Ang bayan ay nakakaranas na ngayon ng mga pagbaha na dati ay hindi nararanasan. Sa pag-aaral ng konseho ng LGU malaking kadahilanan ang pag-operate ng mga quarry sites sa bayan na hindi tumutupad sa batas na pinapairal. Mahigpit na pinatutupad na ngayon ng LGU na lahat ng Quarry operators ay tumutupad sa ECC requirements na humihingi at kung hindi ay kakanselahin ang kanilang permit to operate. Upang matugunan ang program sa  kalinisan naitatag din ng LGU ng mga Material Recovery Facility (MRF) sa ibat-ibang barangay. Nakapagtanto na rin ng karapat-dapat na pag-iimbakan ng basura ng bayan.

            Upang magkaroon ng kargdagang kita ang mga mamayan ng Datu Paglas ang pamahalaang local ay nakipag-ugnayan sa TESDA upang magkaroon ng trainings sa iba’t-ibang pangkabuhayang kaalaman. Nagkaroon ng training sa mechanic or small motor engine, welding, carpentry, electrical installation, baking, computer hardware maintenance and driving. Para pandagdag kabuhayan ang mga kababaihan ay mabigyan din ng tulong para capitalization ng pangkabuhayan sa DSWD. Para sa  mga magsasaka mga programang hinggil sa seed distribution, fertilizer distribution, animal dispersal ay naipaabot din sa kanila sa pamamagitan ng pakikipag-ugnayan sa Department of Agriculture.

           Sa lahat ng mga programa at proyekto na ating napagtagumpayan at isinulong sa loob ng siyam na taon ay hindi naging madali. Subalit dahil sa matapat na pagtutulungan ng mga kawani ng local na Pamahalaan at Konseho ng Bayan nagawang tapusin. Upang maging bihasa sa mga tungkulin pinayagan ng LGU na sila ay makadalo sa siminars at training ng naagkop sa kanilang mga tungkulin at mapaunlad ang kanilang kakayahan. Ang mga pangangailangan ang bawat department na mga kagamitan ay nalagay sa procurement plan ng munisipyo. Dahil sa magandang relasyon ng mga sangay ng ehukotibo aat konseho napabilis ang pagpapatupad ng mga naplano na programa at proyekto. Upang maging matibay na katuwang ng local na pamahalaan ang mga pamahalaan ng barangay sa pagserbisyo ng bayan, nagtulungan ito sa pagpatayo ng Barangay Government Center o barangay Hall. Dito mas madaling gampanan ang serbisyo sa bayan at madaling tunguhin kung may pangangailangan sa mga sa mga namamahala. Lahat ng 23 barangays ng Datu Paglas ay mayroon ng barangay hall.

Sa loob ng siyam na taon ay nakaalpas nan g isang antas ng pagpapaunlad sa ating mahal na bayan. Tayo ngayon ay nahaharap sa bagong hamon na ipagpatuloy an gating naumpisahan at sikapin nating lalong ipataas ang antas n gating pagunlad. Ang tunay na pagkakaisa at tapat na paglingkod bilang mga kawani ng bayan at mga responsible mamamayan ng Datu Paglas, ang siyang magiging malakas na sandata natin sa pakikibaka laban sa kahirapan at patuloy na pagpapaunlad sa bayan. They sufficient enough in their power supply with minimal power interruption and short brown-out experience by the residence of GenSan.

SOCOTECO II in the latest ERC hearing acquired new contract from the US base power supply company. RENEWABLE ENERGY SUPPLY between SOCOTECO II and ASTROENERGY DEVELOPMENT GENSAN, INC. The cost of the project estimated by the ASTROENERGY President & CEO will be in the amount 2B without single cent spent by the SOCOTECO II. This is a SOLAR ENERGY project for General Santos City.

According to a power expert at the hearing “Solar energy is cheaper to compare with Diesel and Banker fuel”, and this project is an intermediate power supply for General Santos City.
Gensan had advanced programs for their sufficient power supply and they had never an experienced of longer power shortage like the rest electric cooperative based in Mindanao.
Zamboanga City and ZAMCELCO has no planned to ease out power shortage hitting the city pestering the consumer public averaging six to eight hours a day brown-out in a rotational schemes by the ZAMCELCO management.

By adopting Gensan and SOCOTECO II solution for equitable and sufficient power supply is not bad copying the strategy which is very adaptable and reasonable rate to consumers.

Maglaya, DTI-Regional Operations Group presented the prospects of Rubber industry in the Philippines and the world to the guests and participants from all regions in the Philippines,  and foreign delegates who attended the 2nd PRIME PHILIPPINE RUBBER INVESTMENT AND MARKET ENCOUNTER on November 10, 2015 at SMX Convention Center, Davao City.

PRIME 2015 official guests are the followings: USec. Zenaida C. Jain, Ph.D. DTI-Region 9, National Rubber Industry Cluster Coordinator and Ms. Rhododa Dela-Cruz Medalla, President, Philippine Rubber Industry Association.

At about 700 more or less guests and participants attended the 2nd PRIME 2015 with the participation of foreign stakeholders from Malaysia, Thailand, Singapore, Indonesia, India, Australia, Japan, China and Vietnam who have interest in rubber industry.
PRIME 2015 is a success one conference for the rubber industry would enlighten the stakeholders in particular the local players who’s their lifeblood and survival for so many years as farmer producers and buyers.

With current low price of the rubber products in the world markets its affected the rubber industries worldwide caused by the slow of economy of China, Japan, US, EU and Asian economy.
In the press conference on the 2nd PRIME2015, local media suggested in Q and A, it need divine intervention God and suggest to panelists and the group of the associations from the rubber industries both local and international organization. 

Local and international players from the rubber business group have proposed intervention to save the small farmers of rubber in the regions, 99 percent of the rubber producers are from Mindanao would need government assistance to prevent from suffering of market slow down.

Local small rubber farmers are really affected and some of them stop producing of raw rubber and cup lamp because of this current slip down price of the commodity. They suffer so much, they says, they cannot cope-up in their operation on the ground because of high cost expenses for labor to produce semi-produced rubber such as: SPR-20, SPR-10, SPR-5TL, Cup lamp and latex rubber.

World economy is in slowing down now due to global recession powerful house economy nations likes: US, Japan, China and EU are now at slide inflation that’s why it’s affects the whole rubber industries, Gold and other commodities. They reduce to purchase these kinds of commodity for their supply requirements.

Forecast the price of rubber commodity will be rebounded back in 2017 as predicted by the group of local and international expert of the industry during PRIME 2015 presentation on their respective lectures in Davao conference.

PRIME RUBBER CONFERENCE

GERENAL SANTOS CITY – November 9, 2015 Director Guiamadel Ibrahim, DTI Region 12 estimated 750 rubber farmers nationwide will attend for the Philippine Rubber Investment and Market Encounters (PRIME).  This will be converged in Davao on Tuesday, organizers said.

Director Ibrahim informed local media during press conference at Phela Grande Hotel General Santos City, there will be Rubber Farmers’ conference in Davao City will be held from 10-11, 2015 at SM SMX Conference Hall, Lannang Davao. They are inviting buyers, producers and manufacturers for business and market matching.

Director Ibrahim said, government is going to help and support local rubber industry for local producers to venture into manufacturing in the near future.

Based from data DA – AMAS Mindanao is producing 99 percent of the country’s rubber requirements is from the regions of Mindanao and is now targeting to become the country’s rubber product manufacturing hub, he said.

Director Ibrahim said, “neighboring top producers of rubber such as: Thailand, Malaysia and Vietnam produced quality semi-processed raw rubber to compare with us in the Philippines.”
He added, “Philippines will be able to position rubber products in the world market if is given special attention government in particular the Department of Agriculture.”

DTI 12 HOLDS “TREASURES of REGION 12”

2nd REGIONAL TRADE FAIR and SIDE EVENTS in NOVEMBER

The Department of Trade and Industry 12 will be holding its grander version of the Treasures of Region 12, which was originally launched in 2014 thru its upcoming 2nd Regional Trade Fair and Side Events slated on November 11-15, 2015 at the SM mall of General Santos.

With its tagline: Treasures of Region 12: Stimulating Progress thru ASEAN Integration, said event will serve as a culmination of all DTI Business Development Activities: 1.) Regional Trade Fair, 2.) Treasures of Region 12 Product show, 3.) Craft special Setting, 4.) BIMP-EAGA Pavilion of Region 12 Products, 5.) “PatoknaNegosyo” Trainings and Seminars, 6.) BIMP-EAGA Forum on Halal Opportunities, 7.) Financing For a and Advocacy on Philippines New Generation Currency, 8.) Business Matching- supply management thru Investments for large Enterprises and 9.) S.U.P.E.R. Consumer Advocacy.

“Treasures of Region 12” was originally launched in 2014 as DTI 12’s branding strategy to collectively promote the region’s products. Having been successful in generating Php 4.100 M total sales to include Cash of Php 0.520 M by featuring 63 MSMEs and installing 50 trade fair boots last year, this year’s bundled activities aim to feature a hundred of Region 12’s MSMEs that were carefully selected and pre-identified as “Export Ready” or ready to be marketed not only outside of Region 12 but most of all, in the International Market.

 At least 3,000 visitors are expected to see the 2nd Regional Trade Fair and side events which are expanded to the above mentioned nine component activities which shall help generate an export sale of about US dollar 1m and investments of about Php 10 M, A total of 420 participants are expected to attend the various training and seminars as part of its side events.

Chinese government has declared that it will not take part in arbitration case with the Philippines against China filed in the International Court of Justice. It is simple and a wise moved by the Chinese government that they will not have an international supports, if just in case, they will not favor the ruling of ICJ for their interest. In the long run they will sanctions by the International Community if they lost in the arbitration case filed by the Philippine government. This wills 100% affected their economy and domestic affairs.

China moves keep on insisting on one-on-one negotiation’s will smaller rival claimants which analysts expert say would give Beiging the advantage because of its sheer size and clout to deal with.

With the recent statement by Xu Hong, Director for General of the Foreign Ministry’s Department of Treaty and Law told a UN General Assembly meeting on the International Court of Justice – the UN’s primary judicial branch – the “China stands for proper settlement through negotiations, dialogue and consultation.”and this moved, the China advantage for diplomacy and friendly negotiations. Xu added and said, the means of disputes should be based on ‘sovereignty equality and in full respect for the wish of the states concerned.” It’s look like a soft stance by the Chinese government un-rhetoric, un-assertive and foreseen of diplomatic approaches to resolve maritime claims in peaceful respects and strategist.

China, the Philippines, and four other nations have overlapping claims across the vast South China Sea and West Philippine Sea. Geologist experts, some disputed areas are to believe to sit atop of vast multi-trillions US$ undersea deposits of oil and gas and straddle some of the world’s busiest sea lane. While the permanent Court of Arbitration has taken up the Philippines dispute with China, there have not been any cases yet at the International Court of Justice or ICJ, whose main function is to settle legal disputes submitted by countries. So, my multi-trillions US$ question, what to be the legal litigation in ICJ of still non-Arbitration case has been filed yet in the Court???

Last words from China to UN International Court of Justice or ICJ,”Xu said, is consistently committed to settling disputes through friendly consultations and will as always support the ICJ in fulfilling its mandate,” he said. Meaning they conformed for diplomatic engagement and peaceful settlement with this on-going maritime claims.

And yet, China has not made a categorical statement recognizing the ICJ’s jurisdiction on particular Arbitration case filed by the Philippines government.

GENERAL SANTOS CITY – November 5, 2015 – The Local Government of General Santos City in cooperation with National Commission for Culture and Arts (NCCA) holds a FORUM ON TRADITIONAL JUSTICE SYSTEM will be held on November 14-15, 2015 at National Commission on Muslim Filipinos (NCMF) Social Hall, General Santos City City.

The participants includes: 1. Traditional leaders, 2. Barangay Community Leaders, 3.Women, 4. Academes, and 5. Professionals and Youth sectors.

The purpose of which are to increase awareness, knowledge and understanding on the effective use of traditional methods of negotiating, mediating and resolving conflicts in personal, family and property related issues that affected community and society.

Exploring the possibility of Traditional Justice System by the Council of Elders in the community may resolve local conflictsin efficient and effective solutions to many local cases untouched and un-enacted by the local Court, whichpractices this adoptive system of local law for so long years in the Philippines.
Traditional laws has limitless practice by the Traditional leaders, its applies only to: Marriage, Divorce, Property sharing from among heirs left by both parents, and as well blood money compensations if the case RIDO conflicts.

Traditional Laws have not been fully implemented in our Justice System because of the Supremacy of our CONSTITUTIONAL LAWS in our Republican System of Government.

This forum is funded by NCCA in collaboration with Local Government of General Santos City as Grantee. It is implemented by City Mayor’s Office thru its Indigenous Cultural Communities Affairs Division.
Dr. Janena Jamalul-Tito, Executive Assistant to the Mayor’s Office is the Project Coordinator of this project.
