                           GENSAN IFD TO CLIMATE IMPACTS ON ECONOMY AND FISHERY




           General Santos city, one of the Philippine cities most vulnerable to climate change, is the site of the 10th regional conference of the interfaith Dialogue on Climate Change (IFD) on Sept. 30, 2015, at Sun Suites, National highway, General Santos City.

          Climate Change Commissioner Heherson T. Alvarez, he main contab convenor, said that the IFD will enable public and private sectors to better understand climate change, to take precaution and prepare for its drastic impacts.

           “The development and progress of General Santos City will be undermined if the leaders and the populace are not informed of dire climate impacts,” said Alvarez a former senator who chaired the Senate Committee on Environment.

           Some of the most serious impacts that will hit the city and region, according to world Wild Fund for Nature Philippines, include low average rainfall, drought, flooding and red tide.
           Alvarez lauded initiatives of the local government to create a technical working group that serves us local advisory board for climate change adaptation and mitigation.

          “The interfaith dialogues reflect the resolve of various faith groups to establish a participatory mechanism for communities to work together, minimizing the dangers from floods, super typhoons, and natural disasters,” said Archbishop Antonio L. Ledesma of the Climate Change Congress of the Philippines.

           First convened in 2010, the IFD aims to develop entertain unity and action on common local and national climate change challenges. The outputs of the workshop conference will be used in preparation for the United Nations Climate Change Convention’s 21st Conference of parties (COP21) in Paris, France, November this year.

           The IFD is co-convened by Climate Change Commission, the Philippine Council of Evangelical Churches, the Climate Change Congress of the Philippines, the Department of Environment and Natural Resources, and the Philippine Center for Islam and Democracy.

2nd Regional Coffee Congress, Inaasahang dadaluhan ng 300 stakeholders



GENERAL SANTOS CITY – The second Regional Congress Press Conference was held at Phela Convention Center on September 29, 2015 facilitated by Ms. Nelly E. Ylanan RAFIS Chief, moderated by Dir. Olivia T. Sudaria PIA 12 and group of panelists are: Dr. Dave Eugenio Chairman SCA, Mr. Dionisio D. Bautista, Jr. Chairman, RAFC – 12, Ms. Jennifer Remoquillo DA – HVCDP, Dr. Jocelyn F. Torres Focal Person, HVCDP and Mr. Zaldy M. Boloron RTD for operation, DA 12.

In the presentation of the Coffee Congress from the invited presenters SOCCSKSARGEN would be possible the Coffee capital of the Philippines. Cavite and Batangas are the second producers of coffee industry.

Tinatayang nasa 300 na mga coffee growers, processor at trader kasama na ang mga katuwang sa mga local na pamahalaan ang magtitipon-tipon bukas (September 29) sa General Santos City upang dumalo sa 2nd Regional Coffee Congress na pangangasiwaan ng Department of Agriculture 12.

Ang aktibidad ay nakasentro sa temang “Kape-yapaan”. Susi sa tagumpay at Maunlad na Pamayanan Tungo sa ASEAN Integration”. Ito ay pangungunahan ng Agribusiness and Marketing assistance Division (AMAD), Regional Agriculture and Fisheries Council (RAFC 12), at SOCCSKSARGEN Coffee alliance (SCA).

Ayon kay Regional Executive Director Amalia-Datukan, and ikalawang regional Coffee Congress ay naglalayong maipakita sa mga bumubuo sa industriya ng kape sa rehiyon ang mga oportunidad ang naturang commudity, mabigyang-solusyon ang mga problema na may kaugnayan sa produksiyon, maibahagi ang makabagong teknolohiya at cost efficient farming practices sa mga partisipante, at makapagbukas ng pagkakataon sa mga coffee grower, maging sa mga buyer, na nag-usap para sa mas malawak na network at mas matibay na partnership.

Dagdag pa ni Director Datukan, ang Coffee Congress ay isa sa mga paghahandang ginagawa ng Kagawaran ng Pagsasaka sa paparating na ASEAN regional economic integration kasama na ang investment at market forum para sa naturang commodity noong nakaraan Hulyo.

GENERAL SANTOS CITY – September 16, 2015 Tagboan focus on two topics from the health service and Yaman Gensan Awards 2015, City Health Administrator Glenn Gonzales illustrates significance achievements of Dr. George P. Royeca General Hospital the improvement of hospital facilities and the upgrading of the hospital equipment to cater public health service for the constituent of 26 barangays of General Santos City, Sarangani Province and other nearby provinces.

Memorandum of Agreement was signed by and between Dr. George P. Royeca General Santos City Hospital and General Santos City Government that constitute for more affordable and better health services for the Generals in particular and as well other people who needs hospital cares in general.
There are 39 Whereas provisions and Articles that guide policy formulation in the MOA which governed the new City Health office administration. More specific on: Patient Case, Patient Classification, Accommodation, Non-Surgical and Surgical medical attention for in-patient mostly Philhealth benefits and privileges.

CHO Administrator Gonzales said, “Our present hospital has a limited and capable staff that can manage the operation of the health institution more effective and efficient that will serve both in-patient and out-patient too”, Gonzales explained to the media. Hospital also has limited funds, but sustained and capable to serve the public for medical attention, cares and assistance, Gonzales said.
Hospital has also available medicines that can supply and cater limited public assistance to indigent patients who need medicines relief in case of emergency when arises.

WB URGES PH TO PURSUE MINDANAO PEACE DEAL

                                     WB urges PH to pursue Mindanao peace deal

           The Government has been urged to “stay the course” in pursuit of a peace deal in Mindanao, which is seen as the only lasting way to secure economic development in a region that has been stunted by a decades-long conflict.

           Axel van Trotsenburg, world Bank’s (WB) vice president for East Asia, this week called on officials to show commitment to striking an agreement that seeks to end violence in the Philippine’s south.

           “Building peace takes time, especially where poverty and conflict have become prevalent. We hope all parties stay the course in Mindanao, because there is no alternative to peace,” Van Trotsenburg said in a statement Monday.

           This comes amid deliberations in Congress over the Bangsamoro Basic Law-the result of a peace deal between the Aquino administration and the separatist group Moro Islamic Liberation Front (MILF).

          Efforts by the government to end war in Mindanao have come under scrutiny after a botched anti-terrorism operation that led to deaths of 44 policemen and over a dozen others earlier this year.

           World Bank officials’ and private sector executives were in Cotabato City this week to touch base with civil society groups and MILF leaders.

           During his visit, Van Trotsenburg, along with executives of some the country’s top companies, including Ayala Corp. chaired by Jaime Augusto Zobel de Ayala, Manila Electric Co. Philippine Long Distance Telephone Co. and First Agri Holdings Corp., met with the leadership of the MILF in Camp Darapanan to explore investment opportunities in the region.

           Van Trotsenburg pledged that the multilateral lender would help corral investments that would lead to economic development and job generation in Mindanao.

           The visit to Cotabato marks the 10th anniversary of the establishment of the Mindanao Trust Fund, which has supported economic and social recovery, as well as effective governance, in southern Philippines.

           More than a half of a million people in 214 war-torn communities from 75 municipalities have benefited from the trust fund, which has helped finance the construction of the new roads, classrooms, health clinics and community centers and improved access to electricity and water supply.’

           “We look forward to working with all parties-the government, the MILF, the private sector, local communities and development partners-in transforming the Autonomous Region in Muslim Mindanao into a Region of prosperity and successful poverty reduction,” Van Trotsenburg said.

           He said the bank can contribute in areas with affected communities in the hope of positive change in terms of improvement in maternal health, education and infrastructure. These efforts, he said, will generate employment and provide opportunities to escape poverty.
           “The bank continues to believe in a peace process for a region that was seriously affected by conflict,” Van Trotsenburg said.

           “We look forward to working to all parties-the government, the MILF, the private sector, Local communities and development partners- in transforming, the ARMM into a region of prosperity and successful poverty reduction,” he said.

           Van Trotsenburg said the World Bank was also conducting a study to provide recommendations on how to boast employment in southern Philippines, particularly in conflict-affected areas.

           The study, called the Mindanao Jobs Report, will summarize existing analytical work and undertake research on job creation in the area. The report will be released in July 2016. Source - PDI
         



JOINT TASK GROUP BASILAN TROOPERS RESCUE 9 KIDNAP VICTIMS FROM ASG

           Joint Task Group Basilan Troopers Rescue 9 Kidnap Victims from ASG

Sumisip Basilan-9 who kidnapped at passed 8:00am of September 14, 2015. Were successfully rescued by the elements of Marine Battalion landing team 11 and 64th infantry battalion under Joint Task Group- in the far flung area of Barangay Kaumpamatsaken, Sumisip Basilan Province.
After 6 hours of continues pursuit operation by the Military troops, the ASG bandit led by sub leader Juhaibel Alamsirul a.k.a. ABU KIK were pressured  and purse to leave the kidnap victims to avoid being trapped by the pursuing troops.
Col. Rolando Joselito D.Bautista, the Commander of JTG Basilan immediately ordered the military forces under his units to run under the perpetrators in the Abu Sayyaf Group’s stronghold area upon knowing the incident.

At around 4:40pm on the same day, all kidnap victims were safely rescued by the soldiers who tracked the route of the withdrawal of the ASG along barangay Kaumpamatsaken. After which, said victims were brought to 64IB hqs for medical checkup and debriefing prior to their release. “Our soldiers shall assist the rescue the victims in going back to their respective homes just to ensure their safety from the ASG, col Bautista said. HUMANITARIAN CRISIS

“Man has its own purpose and dream, but some has it only different purpose and objectives not only for himself and family but for the betterment of other people. But some has it different devilish motives to ruin the lives of others.”

In my long years of writing observing and analyzing current affairs both in local, national and international issues rigs of controversies, scams, crisis and conflicts. Power domination and control by leader endanger people rights authoritarian rule can destroy future of its people denying society of civil liberty and human rights.

Observing Syrian situation refugee escaping from continuing civil strife for their safety crossing borders to a neighboring countries seeking political asylum, but they are not allow to enter by other nations within the continent whose intention they want for humanitarian assistance and survival.

International Community still remains inconsistence for the human obligation to save refugees who seeks supports and helps for their survival.

Syrian children are dying across the borders anywhere in the continent because of hungers, stagnation and sickness due to climate condition in the open air and stranded on heat borders of the neighboring countries. Syrian refugees denyentering host country they want to seek political asylum.

Some 4.1 Million Syrians are fleeing a homeland riven by more than four years of civil war. Some countries have taken in so many migrants it’s caused a population spike, while others have done little or nothing at all. Syrian refugees: which countries welcome them and which don’t??? CNN International-

Even the Arab Gulf countries won’t accept them except Saudi Arabia have record of 500,000 refugees enter the Kingdom since the outbreak of civil war mostly students. Arab News-

Why leaders of suppose host countries remain hesitance for their commitment to accept refugees??? This is heart-breaking situation the present condition of refugees crawling for safety and to save their lives stranded across the borders. And I think, this is unacceptable of inhuman plight and condition of the Syrians refugees children’s are dying in open seashore by not letting them free-entry to host country which they want for temporary settlers as refugees status and refugees rights.

What is the role of UNCHR in time of Humanitarian crisis??? Nobody would cares them or just let them to die without humanitarian assistance and supports to the Syrian refugees???

International community remains silence and hesitance in the frontier of the on-going civil strife in Syria. This is very big question mark???

WILL WORLD PEACE BE POSSIBLE WITH PURELY HUMAN EFFORT???

Do we believe in a line of a song, “peace starts with me”?
           Or does it start with a great someone beyond this universe?

           If the kind of world peace our human leaders want to achieve today is through the force of war, they will surely fail to have it.

           For peace is a very special gift of God for us that is borne of respect, love, freedom, mercy and compassion.

            As such, peace (local, national, global) cannot be achieved by force or coercion, by treachery, by conspiracy, by fraud, by violence, by threat, graft and corruption of any forms.

           Greed for power takes many forms for greedy leaders, they want to dominate first the minds and hearts of those to be dominated by false education.

           Like making those to be dominated believe in what may not be true. Or to convince and even move those to accept that wars occur because of religion, like in Mindanao.
           We are made to believe in and accept that the cause of the wars in Mindanao is religion; Christians against the Muslims.

           But Philippine Historians deny this false observation, they instead say that Christians and Muslims are made to fight one another because they are victims of the powers-that-be that are the inducers of the so-called ”institutionalized Violence”.

           For what? To achieve economic power, the political system must establish a “landlord or amo-slave” relationship.

          Look at Singapore, a highly affluent country, with only 5 million or more people. A highly sophisticated country seemingly peaceful. Yet in reality it is not.

           So much controlled is it by the government authorities that no fights are seen, no troubles inside the country. No news can be seen thru the TV’s, can be heard through the radio, nothing negative is allowed to be seen in print.

          In other words, people are kept from knowing what they deserve to know.
          One of our theology professors who had stayed in Singapore for more than a year could testify that in human parlance, there is peace in Singapore.

           But what kind of peace? Not the peace borne of love, freedom, understanding, mercy and compassion,
           Our professor told us, “it is the peace of the cemetery.”
          Is this a kind of peace would leaders today want to achieve?

          Are we familiar with the saying, “There are no Tyrants if there is no slave”?
          True peace cannot be achieved by purely human effort! True peace is the product of concerted effort of people of good will whose minds and hearts are docile to the mind and heart of the Author and Prince of Peace whose weapons are mercy, love and compassion. Not GUNS and BULLETS that destroy and kill.

           Every human effort to use Guns and Bullets to subdue troubles will always fail to achieve peace, understanding and dialogue borne of love, mercy and compassion is GOD’s Best Strategy to win people to peace.

            Hello world leaders, what about this?
           The more world leaders subdue people’s cries for respect, love, freedom, dialogue, understanding the more their people’s cries drown the oppressor’s tyrannical hold of power.
            That’s why right now there is an impending third world war.

           Let’s see what might happen when the ASEAN Community orASEAN Integration, with the European Union (EU), starts in December 2015 when the First World Countries Clash with third world nations that have experienced for long under the supremacy of the highly affluent countries like North America and the highly establish European Countries!

Power Supply Shortage in SoCot Seen Cause by El Nino-

KORONADAL CITY – September 6, 2015 – El Nino drought would see long hours power shortage in South Cotabato, the South Cotabato Electric Cooperative (SOCOTECO-1) will utilize its 13-megawatt modular generator sets to fill up the impending power supply shortage in SoCot.
Santiago Tudio, General Manager of SOCOTECO-1 said that the power Cooperative has standby generator sets that would be used when the power supply need arises.

DOST – PAGASA experts said with forecast El Nino phenomenon is expected to hit the country this coming month or in the few months to go which projected to be stronger than the 1997 – 1998 dry spell State weather warned.

“We have prepared measures to ensure steady supply of power during the extra dry season or at least limit the number of hours of power interruption,” GM Tudio said.
“Start conserving energy now,” Tudio advised and told concessionaires in the city and other towns in South Cotabato.

He said beside the modular generator set that the power Cooperative owns, SOCOTECO-1 has a diesel power plant in Barangay Paraiso, Koronadal City to provide additional power for the city and nearby towns.

Also, when completed and operational, the five megawatt solar power plant in Surallah, South Cotabato could also augment power supply, Tudio said. Construction for the solar power plant has started with a German firm.

The additional power sources would mean a slight increase in consumers’ electric bills.
“While we need to shoulder additional expenses, we need to accept the fact that climate change is changing our lives.” Teacher Stella Subaron of Sto.Nino, South Cotabato in a phone interview.

“That is the reality we are facing. Electricity becomes expensive when diesel fed generators is used. It’s better this way than nothing at all,” she said in Filipino.

Tudio advised consumers to start power supply conservation now to at least cushion the impact of the dry spell.

“True enough, we have roles to play in energy conservation in our own homes. Putting these roles together means huge energy conservation,” Subaron said.

GENERAL SANTOS CITY – September 1, 2015 – National Tuna Congress Regional Cooperation – The way forward on it 17th years in existence an industry will join the ASEAN Economic Communityand ASEAN Integration in 2015, the 10 member-countries of the Association (ASEAN) will form a single dubbed as ASEAN Economic Community (or ASEAN Integration 2015), making it one of the top 10 global regional economies and a major players in the global seafood market. Fisheries play vital role in the ASEAN region, covering some of the most productive waters in the world, contributing to food security and generating millions of income opportunities. However, fishers in the region face significant challenges due to the depleted state of many wild fish stocks, lack of accurate statistics on stock status and poor fisheries management. With the creation of a single market and production base in 2015, the harmonization of fishing practices and standards is a key priority.

The SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SAFFAII) join the ASEAN Seafood Federation (ASF) in 2012 in support of its goals to enhance its commitments towards regional cooperation. SAFFAII holds the chairmanship of ASF effective this year (2015) until 2016. The establishment of ASF is an essential foundation that will further enhance the cooperation between regional countries in preparation for the ASEAN Economic Community or ASEAN Integration 2015, contributing to a large goal to integrate the region’s national economies and achieve higher levels of economic dynamism and competitiveness.

Hence, on this 17th National Tuna Congress (NTC) our theme is “Regional Cooperation: The Way Forward.” Tuna industry experts will shed light on the opportunities, issues and challenges present in the fishing industry in reference to ASEAN Integration 2015.

Our focus in this year’s NTC is to continue to support, collaborate and participate in all other endeavors aimed in attaining cooperation among regional fishers, seafood processors and exporters. Our goals are to openly exchange views among our regional partners on matters mutual interest, and to enhance our access to better technology, food safety assurance, supply sustainability, greater market opportunities, and environment and social responsibility.

Tuna industry it need divine intervention because of stink shortages of world tuna production, the recent Tuna players concerned is the ban of Tuna catchers in the Indonesia water not allowing other nations Tuna Industry to catches fish in their territorial water.

Resolution No. 7 passed by the NTC – RESOLUTION REQUESTING THE PHILIPPINE GOVERNMENT TO EXPEDITE BILATERAL TALKS ON FISHERIES COOPERATION WITH INDONESIA. Based on our interview with Atty. Asis G. Perez during the opening of the National Tuna Congress at the SM Gensan Trade Hall he said, there are ongoing talks now with the Indonesian counter-part to resolve this ban issue for the benefits of all Tuna players that will lift the ban soon. With his positive note, we will monitor the update from the NTC from time-to-time, what will be the result of the talks between the Philippine Government and Indonesian Government –Ciudate update

MALUNGON, SARANGANI PROVINCE – On the 46th Birthday of the last termer Mayor “Bongbong” Constantino in his Barangay Nagpan residential Home were the Constantino clan originated whose blood line came from a mixed tribe’s native of B’laan and Hiligaynon. The historical upbringing and political career of the Constantinos had started from this place Malungon Municipality. Mayor Bong Constantino would be described him by the local media, “THE DARLING OF THE PRESS, BECAUSE, HE CARES AND LOVE MEDIA PRACTITIONERS LIKE ME AND THE REST, WHO’S PROFESSION LINEAGE BELONGS IN THE MEDIA INDUSTRY”. He will never forget by us as media even he will be temporary out from public service because of the term limit end in 2016. Local media missed him a lot from the lime-life, but his touching heart and helping hands, supporting and caring local media industry will be never forgotten by us in the industry.

Visitors from nearby Barangays, Municipal local executives of Sarangani Province were also presents at the birthday buzzed of Mayor Bong Constantino. Malapan Mayor Alfonso Singkoy and Glan Mayor Tata Yap were also there to greet Mayor Bong. Vice Mayor ShirlynBanas-Nograles of General Santos City is also there to greet Mayor Bong on his 46th birthday,  some Board Members Sanggunian Bayan Members andBarangay officials were also there to visit and greets Mayor Bong.

Potential Mayoralty candidates Vice Mayor Erwin Asgapo and Kagawad Mario Escalada are also there to wait the endorsement from Mayor Bong who had publicly refuse to anoint the two who aspires for the Mayoralty post in 2016.

I also saw DTI Provincial Director Engr. NethBarrozo and DILG Provincial Director Limpin were there and presents.

Constantino clan, close relatives, close friends, classmates and supporters graced and greets the special moment Mayor Bong 46th Birthday.

Food, Drinks, Dessert and variety of fruits were served to the visitors and they were enjoyed to intake the well-arranged and well prepared food menu by the celebrant Mayor Bong. Visitors satisfy to food serving “Free for all and you can eat all”.

The last portion of the birthday celebration and the highlights on it, when Cong. Manny ‘Pacman’ Pacquiao arrived to greet and grace the Birthday Celebrant Mayor Bong Constantino as a long and close friend, Cong. Pacquiao said,“A long bonding of friendship between Cong. Manny and Bong from darkest and shaky life to success of what they are now status in life”.

Eight years as Mayor of Malungon Mayor Bong said, Constantino is founder ofMalungon and this leadership wastransferred to me by my father, his intention really to rebuild the name of Constantino clan, why he was convinced to run for Mayor in Malungon by friend Cong. Manny Pacquiao for eleven times by Manny Pacquiao just to run for local executive and offer sky the limit in term of resources.
