WHY ZAMBOANGA CITY CANNOT RESOLVE POWER SUPPLY SHORTAGES???

ZAMBOANGA CITY – November 26, 2015 Three years past up to the present Zamboanga City cannot resolve the insufficient power requirements of its consumers unlike General Santos City maintained the power capacity distributed to the Tuna Canning Industry, malls and its all consumers public. They sufficient enough in their power supply with minimal power interruption and short brown-out experience by the residence of GenSan.

SOCOTECO II well manages by O.I.C. General Manager Engr. Crisanto “Bong” Sotelo and the Cooperative Boards without affecting the consumer public. SOCOTECO II in the latest ERC hearing acquired new contract from the US base power supply company. RENEWABLE ENERGY SUPPLY between SOCOTECO II and ASTROENERGY DEVELOPMENT GENSAN, INC. Gensan had advanced programs for their sufficient power supply and they had never an experienced of longer power shortage like the rest electric cooperative based in Mindanao.
Zamboanga City and ZAMCELCO has no planned to ease out power shortage hitting the city pestering the consumer public averaging six to eight hours a day brown-out in a rotational schemes by the ZAMCELCO management.

By adopting Gensan and SOCOTECO II solution for equitable and sufficient power supply is not bad copying the strategy which is very adaptable and reasonable rate to consumers.

DAVAO CITY – November 10, 2015 – The PRIME keynote speaker USec. Zenaida C. Maglaya, DTI-Regional Operations Group presented the prospects of Rubber industry in the Philippines and the world to the guests and participants from all regions in the Philippines,  and foreign delegates who attended the 2nd PRIME PHILIPPINE RUBBER INVESTMENT AND MARKET ENCOUNTER on November 10, 2015 at SMX Convention Center, Davao City.

PRIME 2015 official guests are the followings: USec. Zenaida C. At about 700 more or less guests and participants attended the 2nd PRIME 2015 with the participation of foreign stakeholders from Malaysia, Thailand, Singapore, Indonesia, India, Australia, Japan, China and Vietnam who have interest in rubber industry.
PRIME 2015 is a success one conference for the rubber industry would enlighten the stakeholders in particular the local players who’s their lifeblood and survival for so many years as farmer producers and buyers.

With current low price of the rubber products in the world markets its affected the rubber industries worldwide caused by the slow of economy of China, Japan, US, EU and Asian economy.
In the press conference on the 2nd PRIME2015, local media suggested in Q and A, it need divine intervention God and suggest to panelists and the group of the associations from the rubber industries both local and international organization. 

Local and international players from the rubber business group have proposed intervention to save the small farmers of rubber in the regions, 99 percent of the rubber producers are from Mindanao would need government assistance to prevent from suffering of market slow down.

Local small rubber farmers are really affected and some of them stop producing of raw rubber and cup lamp because of this current slip down price of the commodity. They suffer so much, they says, they cannot cope-up in their operation on the ground because of high cost expenses for labor to produce semi-produced rubber such as: SPR-20, SPR-10, SPR-5TL, Cup lamp and latex rubber.

World economy is in slowing down now due to global recession powerful house economy nations likes: US, Japan, China and EU are now at slide inflation that’s why it’s affects the whole rubber industries, Gold and other commodities. They reduce to purchase these kinds of commodity for their supply requirements.

Forecast the price of rubber commodity will be rebounded back in 2017 as predicted by the group of local and international expert of the industry during PRIME 2015 presentation on their respective lectures in Davao conference.

Business matching established in the exhibits by the PRIME 2015 organizers spear-headed DTI – Region 9 with other national line agencies and Non-Government Organization related to rubber industries.

GERENAL SANTOS CITY – November 9, 2015 Director Guiamadel Ibrahim, DTI Region 12 estimated 750 rubber farmers nationwide will attend for the Philippine Rubber Investment and Market Encounters (PRIME).  This will be converged in Davao on Tuesday, organizers said.

Director Ibrahim informed local media during press conference at Phela Grande Hotel General Santos City, there will be Rubber Farmers’ conference in Davao City will be held from 10-11, 2015 at SM SMX Conference Hall, Lannang Davao. They are inviting buyers, producers and manufacturers for business and market matching.

Director Ibrahim said, government is going to help and support local rubber industry for local producers to venture into manufacturing in the near future.

Based from data DA – AMAS Mindanao is producing 99 percent of the country’s rubber requirements is from the regions of Mindanao and is now targeting to become the country’s rubber product manufacturing hub, he said.

Director Ibrahim said, “neighboring top producers of rubber such as: Thailand, Malaysia and Vietnam produced quality semi-processed raw rubber to compare with us in the Philippines.”
He added, “Philippines will be able to position rubber products in the world market if is given special attention government in particular the Department of Agriculture.”

Meaning they conformed for diplomatic engagement and peaceful settlement with this on-going maritime claims.

And yet, China has not made a categorical statement recognizing the ICJ’s jurisdiction on particular Arbitration case filed by the Philippines government.

GENERAL SANTOS CITY – November 5, 2015 – The Local Government of General Santos City in cooperation with National Commission for Culture and Arts (NCCA) holds a FORUM ON TRADITIONAL JUSTICE SYSTEM will be held on November 14-15, 2015 at National Commission on Muslim Filipinos (NCMF) Social Hall, General Santos City City.

The participants includes: 1. Traditional leaders, 2. Barangay Community Leaders, 3.Women, 4. Academes, and 5. Professionals and Youth sectors.

The purpose of which are to increase awareness, knowledge and understanding on the effective use of traditional methods of negotiating, mediating and resolving conflicts in personal, family and property related issues that affected community and society.

Exploring the possibility of Traditional Justice System by the Council of Elders in the community may resolve local conflictsin efficient and effective solutions to many local cases untouched and un-enacted by the local Court, whichpractices this adoptive system of local law for so long years in the Philippines.
Traditional laws has limitless practice by the Traditional leaders, its applies only to: Marriage, Divorce, Property sharing from among heirs left by both parents, and as well blood money compensations if the case RIDO conflicts.

Traditional Laws have not been fully implemented in our Justice System because of the Supremacy of our CONSTITUTIONAL LAWS in our Republican System of Government.

This forum is funded by NCCA in collaboration with Local Government of General Santos City as Grantee. It is implemented by City Mayor’s Office thru its Indigenous Cultural Communities Affairs Division.

RATIONALE OF BUB

In pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction and promoting governance at the local level, the Human Development and Poverty Reduction Cluster  through the Grassroots Budget Oversight Agencies shall implement the Grassroots Participatory Budgeting Process (Grassroots Budgeting) formerly called Bottom-up Budgeting to ensure the inclusion of the funding requirements for the development needs as they are identified at the local level in budget proposals of the 12 participating national government agencies namely:(DAR,DA,DepEd,DOE, DENR,DOH,DILG, DOLE, DSWD, DOT, DTI and TESDA) as mentioned under DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 4 issued on November 26, 2013.

It aims to improve the implementation of projects and programs and uplift the poorest regions in the country.

“The government has introduced the bottom-up budgeting system  starting  2013 national budget which intend to have closer citizen engagement through LGU, civil society organizations (CSOs) and the local communities with a purpose to improve the social and economic well-being of the citizens.” This new approach fights corruption in government and would create a more open, transparent and accountable government.

The “bottom-up budgeting” was done through consultations with the 600 poorest municipalities of the country. They created Local Poverty Reduction Action Plans in cooperation with local CSOs which were submitted to the national government.

The CSO - KPS submitted a Project Proposal to DILG entitled: “Community Enterprise Development for Urban Poor Families on Processed Food for funding under the 2015 Grassroots Participatory Budgeting and granted access to DTI National fund which was coursed through the LGU of General Santos City under CEMCDO for the implementation of its 2015 BUB Project.

Target beneficiaries of the project will be coming from Barangay Labangal, Calumpang, Katangawan and San Isidro.

Its goal is to increase opportunity for employment, jobs generation and to increase family income.

GENERAL SANTOS CITY – November 3, 2015 Local Government of General Santos City is now conducting livelihood training with cum title “SEMINAR ON FOOD PROCESSING” (BUKO PIE, COCO CANDY & PINEAPPLE MAKING) Sponsored by: DTI – City, City Government of General Santos, SMED Council and KPS Foundation. This in line with the “Button-up Budgeting (BuB) Project 2015”, held on November 3,, 2015 at Ameliyahs, Naranjita St., General Santos City.

The local government unit of General Santos City (LGU-GSC) through the City Economic Management and Cooperative Development Office (CEMCDO) will be implementing the 1st Buttom-Up Budgeting (BuB) Project 2015 on community enterprises development for urban poor. This is in partnership with the Department of Trade and Industry (DTI), and the proponent civil society organization (CSO): the Small and Medium Enterprises Development Council, Inc. (SMEDCI) and the KPS Foundation, Inc.

The project aims to improve the living condition of urban poor families with income level below poverty line. The assistance is in the form of livelihood skills training and capability building seminar.

Official organizers and lecturers of this cum livelihood training are the followings: Director Ma. Elena M. Lumba, KPS, Ms. Cecilia D. Buyante as trainer/lecturer on Boco Pie and Pineapple making, Mr. Jumel De Leon, trainer facilitators, Rhea Marie Ranara, Lorraine Narbay, and Aniane Aniversario.

Participants and attendances are number of 45 recorded in the registration attendance sheets in this two days training.

The trainings focus on poverty reduction for the urban poor in four cluster identified barangays: Labangal, Calumpang, Katangawan and San Isidro. This will be an enhanced on actual Buko Pie and Pineapple Making.

MULTI-SECTORAL FORUM ON WEST PHILIPPINE SEA ISSUE-

GENERAL SANTOS CITY – October 28, 2015 Second part from the first issue: on the Multi-Sectoral Forum on West Philippine Issue: Our waters, our Wealth – PH sits at the heart of the marine biodiversity in the whole world, which is called the Coral Triangle.

Core Issue B-

China has demonstrated an increasingly assertive, and sometimes aggressive, behavior in the South China Sea to advance and enforce its nine-dash line claim.
Examples of China’s Assertive Actions in the WPS/SCS (4)-

Massive reclamation activities and destruction of marine environment in:
1.       Mabini Reef (Johnson)
2.       Chigua Reef (McKennan and Hughes)
3.       Calderon Reef (Cuarteron Reef)
4.       Burgos Reef (Gaven Reef)
5.       Kagitingan Reef (Fiery Cross Reef)
6.       Zamora Reef (Subi Reef)
7.       Panganiban Reef (Mischief Reef)

Guiding Principles-

1.       Peaceful settlement of disputes; and
2.       Primacy of the rule of law, which we believe is the great equalizer.

The Philippine Government and the Filipino people are determined to defend what is legitimate ours.

Diplomatic Track-
1.       Early conclusion of a legally-binding Code of Conduct.
2.       Full and effective implementation of the 2002 DOC.

Legal Track-

1.       Arbitration

Arbitration Case-

The Philippines’ arbitration case is not about determination sovereignty over territories or maritime boundary delimitation.
Key Message-

Our differences are in official policies, not socio-cultural.

Key Message-

We maintain that our dispute in the West Philippine Sea is not the sum total of our relations with China.

Arbitration Case: Milestones-

1.       22 January 2013: PH filed case with arbitral tribunal of UNCLOS.
2.       30 March 2014: PH submitted its Memorial
3.       15 December 2014: deadline given by court for China to submit its counter-Memorial.
4.       16 March 2015: PH supplemental submission.
5.       7-13 July 2015: oral arguments.
6.       January – April 2016: court to issue decision.
