BARANGAYAN:
SO THAT CITY OFFICIALS VISIT TO KNOW THEIR
CONSTITUENTS FOR BETTER, EFFECTIVE SERVICE

Rivera and the officialdom of the Department heads of the City government of
General Santos serving the constituents of Barangay North Dadiangas.
Similar to
the idea of “Looking for the lost sheep” the city government officials
regularly out of their respective offices every Friday to visit the barangay as
scheduled. The regular visit aims to listen to the people’s needs and problems,
with their barangay officials to see to it that those needs and problems will
be met with understanding and sympathy.
It’s a
“bottom-up” style of leadership on the part of the city officials because
through the open dialogue with the people of the barangays, the city officials,
thru the barangay officials, will have an easier and better access to the
people’s needs and their problems.
People, in
every barangay will be led to look into their own selves, their situation, problems
and needs and also, the people can exercise their ability to identify their
many needs and problems and also to be able to know how and why problems occur.
Most
probably, Thru the Barangayan people are led to find ways and means how to solve
their problems.
Besides, on
the part of the city officials, Barangayan time is a great opportunity for both
officials and their constituents to know one another better and deeper. Thus,
the delivery of services from barangay to their people and from the city to the
barangay level will be easier, smoother, more productive and effective as far
as the delivery of services is concerned.
Considering the distance, the expenses and time needed by the barangay
folks to see their city officials, the barangayan serves the people better and
more effectively and gives them a feeling of worth and contentment since they
exert less effort, very little expense and less time consuming on their part
because of accessibility to the different services given.
Isn’t the
Barangayan , a modern approach to leadership? Because instead of the people
from the barangay to go to the city proper for them to ask for help, it’s the
city officials, with their different services to answer the barangay people,
who will be in the barangay to respond to their needs and to help them face
their problems with courage and efficiently.
In case
there are those in the barangay who need medical assistance, there is the
city’s MOBILE HOSPITAL, blood typing, free eye/ear consultations, urine
examination, etc, etc.
Not only the
city officials will came closer to the people but also the barangay folks will
have an easier, chosen access to their officials in the city. (Prof. Rose A.
