                                           Sec Alcala to inaugurate new DA RFO-12 building

The national government through the Department of Agriculture is meet to dish-out on Thursday      (July 30) more than P1.3-Billion worth of projects and assistance to hundreds of farmers and fishers’ groups as well as to local government units of SOCCSKSARGEN.

Agriculture Secretary Proceso Alcala will lead the event – which is his third visit this year in the region – following the DA – Ulat sa Bayan – Peace Caravan carried out in four different areas in North Cotabato, Sultan Kudarat provinces and Cotabato City where P0.4-B worth of assistance was handed to underprivileged and less fortunate farmers affected by conflicts.

Amalia Jayag-Datukan, Regional Executive Director of DA RFO-12 said the scheduled visit of the Secretary is aimed at upholding the continuous efforts of the current administration in pushing for inclusive growth by providing farmers with different interventions which could facilitate them in improving their farm productivity towards increased production and incomes.

“Secretary Alcala will personally hand-over more than P1.32-B worth of projects to our farmers and LGU partners to expedite the implementation of various DA projects on the ground and to provide agri-fishery livelihood projects to our farmers which could help them improve their living conditions”, Director Datukan further elaborated.

She added that the activity also aims to sustain the transparency initiatives of the national government by the continuous delivery of remarkable interventions which gear towards the achievement of Food Staples Self-sufficiency Program (FSSP).

Biggest chunk of the amount is contributed by Payapa at MAsaganang PamayaNAn (PANAMA) which is summed up at P481-M which will be received by municipal government recipients.
Bottom-up Budgeting (BUB) program, on the other hand, will also turn-over P45.8-M worth of checks and Certificate of Availability of Funds (CAF) to LGUs.

Secretary Alcala will also award Certificates of Objection Letter (NOL) and Certificates of Availability of Funds (CAF) for the Philippine Rural Development Project (PRDP) infrastructure development component at P336-M which will fund at least 16 farm-to-market road sub-projects.

The Aggie Chief will also turn-over projects from DA’s banner programs: Agri-Pinoy Rice Program – P49.5M; Agri-Pinoy Corn Program – P60.9-M; Agri-Pinoy High Value Crops Development Program – P11.1-M; Agri-Pinoy Livestock Program – P2.2-M.

He will also hand-over Certificates of Turn-over for P56.8-M worth of projects from SOCCKSARGEN-ADPO AND P81.7-M worth of farm-to-market road projects under the Farm-to-Market Road Development Program (FMRDP) to respective recipients.

Meantime, the Bureau of Fisheries and Aquatic Resources (BFAR 12) will also distribute P152-M worth of livelihood projects such as various fishing gears and equipment to a number of small fishermen.
Besides mass distribution of projects, main highlight of the event is the inauguration of the newly-completed and long dreamt DA RFO-12 building at the regional center in Koronadal City where the big event will also take place.
The activity is expected to muster more than 1,500 farmers across various sectors, local chief executives, congressional representatives, and other agriculture industry players.

Aside from Secretary Alcala, Mindanao Development Authority (MinDA) secretary Luwalhati Antonino and Technical Education and Skills Development Authority (TESDA) Secretary Joel Villanueva are also invited to grace the event.

On March 3, Secretary Alcala together with Senator Cynthia Villar handed out nearly P1.-B worth of agriculture-based projects and assistance to hundreds of farmers groups and local governments of SOCCKSARGEN Region at Tupi research and Experiment Station, Tupi, South Cotabato which was attended by more than 3.300 participants (LMSalvo)

POSITION PAPER OF B'LAAN TRIBE ON 1st B'LAAN DAY - GENSAN

We, the Blaans of Amgange, the original occupants of the land as gathered in celebration of the first MalacaƱan declared Blaan Day by Virtue of Proclamation No. 1058 do collectively declare:
1.      We value the importance of the annual Blaan Day Celebration to bring together the Blaans from the different barangays of the city to celebrate culture, to strengthen the bond of the Blaan family, to restore the dignity and pride and to talk on issues confronting our tribe and how we should collectively address it, thus appealing for regular funding from the City Government to hold this annual event.

2.      We value the importance of getting back to our roots, appreciate our traditional elders and learn from their strengths and weakness, learn from our own culture and the preserved living traditions in our communities and live it at homes.

3.      We value the need to find our cultural masters and assist them for skills transfer on tabih making, traditional instruments making and playing, traditional Blaan clothing and accessories making and traditional performances (maral, malem, flalok, etc.), thus demanding the Indigenous Peoples Mandatory Representative to author  and pass an ordinance  for the development of a Comprehensive Blaan Development Framework.

4.      We recognize our pressing issues on quality basic education, cultural empowerment, weak involvement on the governance process, inequality distribution of government services such as college scholarship, livelihood and lifelong trainings, thus, calling the City Government to have a Social Services Allocation Mapping and allocate substantive share for the Blaans to access these services.

5.      We value the need for more focused group discussions, development forums, summits and conventions that will strongly bring together the Blaans to talk on issues like ancestral domain claims, development concerns that will strongly advance self-reliance, self-empowerment and cultural integrity.

66th FOUNDATION ANNIVERSARY OF BARANGAY LUN PADIDU MALAPATAN

MALAPATAN SARANGANI-July 23, 2015 Cong. Manny ‘Pacman’ Pacquiao, Lone District, Sarangani Province, Governor Steve C. Solon, Vice Governor Jinkee Jamora-Pacquiao, Mayor Alfonso Singcoy, Punong Barangay Jane ‘Langlang’ Delos Santos, Lun Padidu local executives who led for the cutting of ribbon of the newly constructed Barangay Hall of Lun Padidu, Malapatan Sarangani Province yesterday July 23, 2015. Other local officials who are present also including some Provincial Board Members of Sarangani, Lun Padidu Barangay Council Members and Barangay Officials.

Funds for the construction of Lun Padidu Barangay Hall are coming from the two public officials: First floor is funded by the late Congressman Erwin Chongbian and the second floor is funded by Congressman Manny Pacquiao publicly declared by the Master of the Ceremony during the program yesterday.

The couple Pacquiao is so blessed with the abundance of wealth in their possessions and they want to shares some of it to the needy, that’s why they continued to serve the public because they are public servant too as elected leaders of the province. Some of their personal funds are donated for public charity to serve the constituent of Sarangani Province.

Mayor Alfonso Singcoy said, he personally received support and help from Cong. Pacquiao when the wake of the better half wife died years ago.

Cong. Pacquiao a type of person very easy to approach in time of needy asking for help and support especially emergency cases, Mayor Singcoy said.

Mayor Singcoy said local projects particular Barangay roads and small projects Cong. Pacquiao in his capacity provides fund of some projects.

Both leaders: Cong. Pacquiao, Gov. Solon and Vice Gov. Jinkee Pacquiao development oriented local executives, Mayor Singcoy said in his short message on the 66th Foundation Anniversary of Barangay Lun Padidu yesterday activity.

GENERAL SANTOS CITY 1st. BLAAN DAY “Kastifun dad Blaan di Amgangeh”

GENERAL SANTOS CITY – July 23, 2015 First Blaan Day Celebration in General Santos City declared by virtue of Presidential Proclamation 1058 Series of 2015 supported by Resolution No. 580 Series of 2014 declared July 22 of every year as Blaan Day in the City of General Santos City.
On April 28, 2015 Resolution No. 209 Series of 2015 had been passed Requesting His Excellency Benigno Simeon C. Aquino III to declare July 22, 2015 as Special Non-Working Holiday in the City of General Santos in celebration of its Indigenous Peoples 1st Blaan Day.

Rich and colorful cultures of Blaan tribe the aborigines people of Sarangani Province and Dadiangas known  as “Kastifun dad Blaan di Amgangeh” displayed during the 1st. Blaan Day celebration. Its combination of Tribe Dance, Arts and Music performed and sang by Blaan performers and musicians.
The event will focus on the Theme: “Kastifun dad Blaan di Amgangeh” which translates “Gathering of the Blaan People in General Santos City” based on the customs and tradition.
Slang is the event of exchanging goods between the Blaans from highland and the seashore accompanied with a feast. Amgangeh, which now called General Santos City, is the venue or meeting of all Blaans.

History: Long times ago prior to the conquests of the Spaniards in the Philippines in the year 1521, native inhabitants living in General Santos city up to this day, were the Blaan people.
The original name of this place was Amgangeh. The word Amgangeh is a name of a tree that could be seen anywhere in the wide plain of this place. The Maguindanaons called it Dadiangas and Talungon in Cebuano term.
Public local officials who witness the 1st. Blaan Day celebration was led by Mayor RCR, Vice Mayor Shirlyn Banas-Nograles both adopted son and daughter by Blaan tribe who supported their caused during their incumbency as local executive of Gensan. Kagawad Beth Bagunoc, IPMR Kagawad Mario Empal and Kagawad Richard “Ricric” Atennido are also present in the occasion of Blaan Day activities.

Thirteen (13) Barangays in General Santos City attended and including the Blaan Chieftains are presents in the event.

“CULTURES are a universal language it should not be exploited, but it should be protected and preserved as our birth rights for IPs and minority both local and global myth”.

Vice Mayor Shirlyn Banas-Nograles said, “Amgangeh”, “Rich in farm land and rich in cultural heritage”, it need support programs from the local government not only laws, but also socio-economic and development funds for their sustainable growth as IP or Lumad.

GENERAL SANTOS CITY – July 21, 2015 Former PNP Ian Uy shot dead by two suspects Motorcycle riding-in-tandem at busy street Traffic light Tinago, Dadiangas West Gensan at around 10:30PM, according to the eye witness near the crime scene he was shot at close range by one of the suspect using .45mm Cal. SOCO recovered allegedly from Uy black bag contains of Shabu sachets and undetermined amount of cash.

Uy shot in head and the upper part of his body according to Dodong Janjan worker in Labaho Funeral Parlor in Gensan where Uy body’s is now confine for autopsy. Ian Uy is the son of Retired SPO1 Jorge Uy, Ian Uy discharged/terminated from PNP service it need for verification what caused/cased he discharged from service.

Two suspects still unidentified and PNP investigators still blank to trace and trail where about of the suspects who shot and killed Uy.

            Billions of Peoples of all races in the world have been misled to believe that what global warning and climate change have done to our surroundings is the work of God.

           Is God do unkind, so unfriendly, so unlovable and merciful to initiate the so called “Global warming and climate change?

            In the beginning of creation, everything was beautiful, orderly most man friendly, because He made man and woman into his “Own Image and likeness, just a little less that the angels” For He destined them to live as His children, to utilize and to enjoy themselves with all the beauties of the works of nature all over the earth.

           God wanted night, in the beginning, that man and woman would till or cultivate the serve men’s need)

           God beauties in nature can be seen on lands seas, air. Space each of those beauties was intended for ma to Marvel at God’s creation, He has made man and woman as the masterpiece of has oration. To admire, appreciate God’s superiority and wisdom.


            Right at the begging of time, God has put order everywhere of time, God has put order everywhere. For man to live decently and happily, the Lord sows to eat it that everything.

           However  as the world has been inhabited by millions, by billions some of whom have been intellectually advanced and sophisticated as a result of their varied studios , they have been, arrogant, self serving or greedy.

           Not contented with the earth’s natural beauty and worth, stingy or greedy billionaires have devised all blinds of gadgets , machineries, inventions  to make the conducive to make the surroundings look sophisticada, presentable, inviting to managed  people modern inventions, earth with clean airs, enough nitrogen and oxygen is now polluted with fossil fuels, carbon dioxide and all sorts of land, sea, rivers, already polluted by all kind of chemicals.

           By too much burning of cellophane tire and other materials that produce carbon dioxide, our sun’s surface has been nude. Its ozone layer or its outer part has been removed. Thus, we have global warming and climate change.

           By whom? By God? Or by men and women, intelligence, goodness, mercy and compassion for all peoples has become ungodly, stringy or greedy and even bossy, trying to pretend that they have become “little Gods, pushing God out of the picture as the Lord of creation and making His masterpiece, man now the VIP before whom Lord must bow down?

But, sickly, insane and the old age will be exempted from fasting, sickly and old age person they are only requiring to feed fasting person as PIDIYA, equivalent one serving food for Shahoor and Iftar for the whole month of RAMADAN.

GENERAL SANTOS – July 9, 2015 – OPAPP – PIA Atty. Mohammad Al-Amin Juklipli, Legal Team Member GPH Peace Panel and Madame Olivia T. Sudaria, MPA, DMHRM RD, PIA XII invited local media base in Gensan for a discussion and forum on the Bangsamoro Basic Law (BBL) focus on the roadmap of Bangsamoro Basic Law in the salient points proposal of Political component and Normalization Component including human security, socio-economic development and peace and order components. The Constitutionality of BBL, Confidence Building Measures, Transitional Justice System and Reconciliation.

On the issue of Constitutional infirmity – BBL is Constitutional Atty. Julkipli explained, “ There shall be created autonomous regions in Muslim Mindanao and in the Cordilleras consisting of provinces, cities, municipalities and geographical areas sharing common and distinctive historical and cultural heritage, economic and social structures, and other relevant characteristics within the framework of this Constitution and the national sovereignty as well as territorial integrity of the Republic of the Philippines. Article X, Section 15 of the 1987 Philippine Constitution.

Assure on the doubt on BBL – The BBL ensures that the Bangsamoro remains part of the Philippines. The Bangsamoro will not be a separate state. It will remain under Philippine sovereignty, Atty. Julkipli said.

The pure purpose and intent of BBL is to achieve peace in Mindanao, the establishment of the Bangsamoro political entity is recognition of the justness and legitimacy of the cause of the Bangsamoro people and their aspiration to chart their political future through a democratic process. It will secure their identity and posterity and allow for meaningful self-governance within the Philippines.

The BBL provides for a Bangsamoro Government that is Parliamentary and Democratic ensure democratic process as the system of government.

The BBL protects the rights of all: 1. Right to free public education in the elementary and high school levels, 2. Human rights which shall conform with international human rights and humanitarian standards, 3. Vested prosperity rights which shall be respected, 4. Indigenous people rights, 5. Right to basic services such us health program, quality education, livelihood opportunities, housing projects, and water resources developments. 6. Labor rights, 7. Women and children rights, and 8. Right to health and to support for persons with disabilities.

Bangsamoro Transition Authority shall compose of 60 seats will be appointed by the President with a limited term of office for one year. Then plebiscite in the core area identified in the Bangsamoro provinces, cities and municipalities will be conducted to legitimize and ratified Bangsamoro Basic Law.

Proposed budget allocation for the Bangsamoro government is only P35B for the duration of one year. It is not true P75B as very well discussed and explained by Atty. Julkipli. The breakdown of budget for the Bangsamoro government is well also detailed by Atty. Julkipli.

LGUs covered within the Bangsamoro identified core territories will not be touched by the Bangsamoro government as fully explained by Atty. Julkipli to the media.

THREE (3) BOATS CARRYING COCO LUMBER CAPCIZES OFF AURORA QUEZON

QUEZON PROVINCE – July 5, 2015 – The latest sea tragedy 3 Motorboats carrying 500 pieces coco lumber capsized inCasiguran, Aurora on Sunday due to the strong winds from severe tropical Storm Egay.
The 3 Motorboats travelling route offshores Casiguran bound for the nearby town and province of Aurora Quezon capsized when hit by the strong winds Typhoon Egay at sea.

No casualties reported as of the moment from the Public Information Office (PIO) - Aurora Quezon.
All the operators were safe, but the 3 motorboats were destroyed, a report reached our News Desk Center.
The Coco lumbers came from Barangay Cozo and were to be transported to the nearby town and province of Aurora.

ORMOC MOTORBOAT (LANTSA) CAPSIZES

ORMOC LEYTE – July 2, 2014 – The latest update on sea tragedy of Motorboat MV King Nirvana capsized in Ormoc Leyte yesterday past noon yesterday from Ormoc Pier travel route Camotes Island Cebu. Pilar Mayor Fernandez said on their latest records obtained from Ormoc Philippine Coastguard: 36 confirmed dead, 26 still missing and 135 rescued and survive.

Motorboat (Lantsa) travelled approximately 300 meters away from Ormoc Pier when MV King Nirvana hit by strong wind and then suddenly met sea tragedy abruptly (Capsized). Report reached our News Desk Center, search and rescue team in the area delays to response of the incident. This might be Local Port Authorities lapses particularly Philippine National Coastguard without proper inspection and strict implementation of Port Authority Laws and Regulation.

MV King Nirvana was broken when capsized, eye witness reported. MV King Nirvana overloaded when travelled due to heavy cargoes carried bulks of rice, bags of cement and construction supplies (Steel Bars), report said.

Motorcade started at exactly 8:00 AM and assembly point in front the Capitol Building travel route the main thoroughfares of Koronadal City and returned back to Capitol  GymKoronadal as info – Caravan and awareness. Motorcade this was organized by the Office of Civil Defense (OCD – R12) in coordination with the Local Government Units of South Cotabato Province and all line of National Agencies. This is spearheaded by Dir. MindaCardoMoranteRegional Director,OCDXII Chairperson RDRRMC XII and ARD. Jerome B. Barranco Assistant Regional Director, OCD XII, Chief Operations, OCD XII and including able and active cooperation of OCD’s Staff – RXII.

Governor Daisy Avance – Fuentes and Vice Governor Cecil D. Diel are also there present to grace the National Disaster Consciousness Month together with her officialdom and South Cotabato Disaster Responder Team and Disaster volunteers. Governor Fuentes said in her speech “South Cotabato Province a multi-awarded Local Government Unit and Hall of Fame”. They are very organized Disaster Team in the region.

South Cotabato Province prone to Disaster risk hit by heavy flooded and other natural calamities due cause of climate chance it need a massive information, education and dissemination drive all over the Region XII. Element of risk is in the area considering South Cotabato is an agricultural province a food basket of region XII and lowland terrain a rice granary  producing province of Region XII.

ARD.Barranco said, giving the emphasis the importance of the observance of the National Disaster Consciousness month “Stakeholders must be ready in time of disaster and calamities both man-made and natural”. He informed and explained responder team on the latest Lutayan flash flood one bridge connecting Isualan and Lutayan had collapsed due to heavy rain and flash flood in the area. He discussed more on Disaster Preparedness plan and core programs of Disaster Management operations to well educate and inform Disaster





responders team.
