KAPIHAN SA REHIYON DOSE (INFORMATION, EDUCATION AND
DISSEMINATION DRIVE) ON BBL
GENERAL SANTOS – July 9, 2015 –
OPAPP – PIA Atty. Mohammad Al-Amin Juklipli, Legal Team Member GPH Peace Panel
and Madame Olivia T. Sudaria, MPA, DMHRM RD, PIA XII invited local media base
in Gensan for a discussion and forum on the Bangsamoro Basic Law (BBL) focus on
the roadmap of Bangsamoro Basic Law in the salient points proposal of Political
component and Normalization Component including human security, socio-economic
development and peace and order components. The Constitutionality of BBL,
Confidence Building Measures, Transitional Justice System and Reconciliation.
On the issue of Constitutional
infirmity – BBL is Constitutional Atty. Julkipli explained, “ There shall be
created autonomous regions in Muslim Mindanao and in the Cordilleras consisting
of provinces, cities, municipalities and geographical areas sharing common and
distinctive historical and cultural heritage, economic and social structures,
and other relevant characteristics within the framework of this Constitution
and the national sovereignty as well as territorial integrity of the Republic
of the Philippines. Article X, Section 15 of the 1987 Philippine Constitution.
Assure on the doubt on BBL – The
BBL ensures that the Bangsamoro remains part of the Philippines. The Bangsamoro
will not be a separate state. It will remain under Philippine sovereignty,
Atty. Julkipli said.
The pure purpose and intent of
BBL is to achieve peace in Mindanao, the establishment of the Bangsamoro
political entity is recognition of the justness and legitimacy of the cause of
the Bangsamoro people and their aspiration to chart their political future
through a democratic process. It will secure their identity and posterity and
allow for meaningful self-governance within the Philippines.
The BBL provides for a Bangsamoro
Government that is Parliamentary and Democratic ensure democratic process as
the system of government.
The BBL protects the rights of
all: 1. Right to free public education in the elementary and high school
levels, 2. Human rights which shall conform with international human rights and
humanitarian standards, 3. Vested prosperity rights which shall be respected,
4. Indigenous people rights, 5. Right to basic services such us health program,
quality education, livelihood opportunities, housing projects, and water
resources developments. 6. Labor rights, 7. Women and children rights, and 8.
Right to health and to support for persons with disabilities.
Bangsamoro Transition Authority
shall compose of 60 seats will be appointed by the President with a limited
term of office for one year. Then plebiscite in the core area identified in the
Bangsamoro provinces, cities and municipalities will be conducted to legitimize
and ratified Bangsamoro Basic Law.
Proposed budget allocation for
the Bangsamoro government is only P35B for the duration of one year. It is not
true P75B as very well discussed and explained by Atty. Julkipli. The breakdown
of budget for the Bangsamoro government is well also detailed by Atty.
Julkipli.
LGUs covered within the
Bangsamoro identified core territories will not be touched by the Bangsamoro
government as fully explained by Atty. Julkipli to the media.
