…To all of the Vice Mayors, Councilors, Barangay Officials, Line Agencies, the agencies and offices of the ARMM, the Judiciary, the Legislature, the employees of the Province of Basilan LGU, our friends in the Business Sector, the Religious Sector, the NGO Sector, Educators, Women, Youth, Indigenous Peoples, as well as our visitors from Sulu, Davao, Manila and everybody else who are here with us today…HAPPY 41ST FOUNDING ANNIVERSARY TO THE PROVINCE OF BASILAN!!!

Indeed, as we celebrate the last 41 years of the existence of the Province, let us take stock of what we have accomplished working together, and what we aim to accomplish moving forward, together, as one.

In this year’s commemoration, we have deemed it necessary to remember the contributions that each one of us shared to bring Basilan to where it is now.

With the theme: “Ginisan Bangsa Magtaayun si Dambuwa Maksud” Diverse Tribes in Harmony, Moving Forward with One Goal, we want everyone to focus our sights to all those positive things that we shared as one people. Indeed, even as we celebrate the diversity of our many cultures – Yakan, Tausug, Sama, Badjao, Chavacano, Bisaya, Ilonggo, Ilokano, Tagalog, Maranao, Maguindanao, Iranun, Chinese and many, many more – we should all continue to remember that we are one. WE ARE ALL BASILEÑOS.

ALL OF US, WE ARE ALL BASILAN.

Our service to all Basileños ultimately lies in this singular goal – to SERVE ALL… to be the MOTHER for ALL… to be the Governor of all Basileños and all Basileñas, regardless of ethnicity, creed, faith, race or gender.

With the belief that SERVICE TO HUMANITY IS THE BEST WORK OF LIFE always in our heart and mind, we have set out to accomplish our work for Basilan over the past year:

To improve local GOVERNANCE, a Citizen’s Charter was completed and published to improve the delivery of services to our people.

ON EMPLOYEES’ BENEFITS, we accomplished the following:
• INCREASED SALARIES with up to date increase based on Salary Standardization Law 4 or SSL4
• Released all Bonuses
• Released all Uniform Allowances
• Fully supported vital Training and Travel of employees
• Fully implemented Step Increments and Salary Adjustments
• Promoted deserving employees
These were done towards the goal of fully implementing the Strategic Performance Managements System (SPMS) which all LGUs are required to implement.
• We also conducted Information and Education Campaigns on the Bangsamoro Basic Law
• Formulated and enforced Legislation on the Annual Budget Plan
• Funded a Study Tour Program
• Established the Provincial Disaster Risk Reduction Management Office and acquired new vehicles for this office.
Through a renewed thrust in building working Public-Private Partnership, we strengthened VITAL LOCAL COUNCILS AND GOVERNANCE MECHANISMS such as:
• The Provincial Disaster Risk Reduction Management  Council (PDRRMC)
• The Provincial  Committee on Anti-Trafficking  and Violence Against Women and Children (PCAT-VACW)
• The GAD Focal Point System
• The Provincial Cooperative Development Council (PCDC)
• The Provincial TWG on the FAB, CAB or BBL
• Basilan Crisis Management Committee (PCMC)
• The Provincial Tourism Council (PTC)
• The Provincial Agri-Fishery Council (PAFC)
• The Provincial Early Childhood Care and Development Council
• The Council for the Protection of Children
• The Provincial Cocolisap (CSI) TWG
• The Provincial Adolescent and Youth Reprductive Health (AYRH) TWG
• The Provincial Anti-Drug Abuse Council (PADAC)

ON REFORMS IN MULTI-SECTORAL ENGAGEMENT
• We reactivated and strengthened all Local Special Bodies and Local Social Formations in the Province through multi-sectoral engagement and participative, transparent governance.
• We engaged and empowered Traditional Leaders, to ensure that alternative dispute resolution systems are in place to prevent  clan wars from occurring or recurring in certain areas in the Province.
• We supported capacity building for Religious Leaders through the establishment and strengthening of BASILAN MADARIS, their ASSOCIATIONS and FEDERATIONS
• We extended full institutional support to the Internal Peace and Security Plan
• We continuously and insistently lobbied for the realization of the provision of Internal Revenue Allotments  or IRA for the four new ARMM/RLA-created municipalities, namely: Al Barka, Hji. Muhtamad, Akbar, and Moh. Ajul;
• We continued intensive capacity building for local leaders
• We likewise partnered with Local or Foreign-funded Resource Mobilization groups to augment our IRA for vital local projects/programs implementation.
• Vital  Fiscal and Budget Management Reforms were likewise instituted through the strengthening and empowerment of the Provincial Financial Management Committee
• Your Provincial Government was recognized by PHILHEALTH for being among the TOP 10 PhilHealth Remitting Agencies.

ON ADMINISTRATION, we accomplished the following:
• We formulated, updated and adopted the Provincial Development and Physical Framework Plan (PDPFP) mainstreaming Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) for 2014 upto 2023
• We enacted the Gender  Code of Basilan
• We reorganized and fully operationalized the Bids and Awards Committee (BAC)
• Together with Mayor Akbar of Isabela and Mayor Furigay of Lamitan, we continued to work closely with the Basilan Electric Cooperative (BASELCO) and the National Power Corporation (NPC), having been able to negotiate an additional 5 MEGAWATTS for Basilan. We have likewise FULLY Updated our Electric Bill. FULLY PAID PO TAYO SA BASELCO.

AS TO OUR INFRASTRUCTURE PROGRAM FOR THE PAST YEAR, we accomplished the following:
• We continued the rehabilitation of Plaza Rizal.
• Construction of Tire Path at Bagbagon, Lawila, and Luuk Maluha in  Lantawan
• Construction of IP’s Hall and Communal Toilets, Animal Dispersal in Switch Yakal and Pamucalin in Lantawan
• Construction of Day Care Center and Timber Foot Bridge in Calang Canas, Maluso
• With the help of the American people, we constructed 2 Unit Storage Warehouse & Boat Ramp and on-going construction of the Basilan Livelihood Assistance Center at Tipo-Tipo
• Upgrading of Ediborah Yap  District Hospital (Lamitan District Hospital) to provincial hospital status and with complete hospital equipment
• On-going construction of Basilan Women Peace Center and the New Provincial Capitol at Sumagdang, Isabela City
• Concrete pavement of Sumagdang Balatanay Road Section
• Concrete paving at Assemblyman N. Asarul Drive
• Concrete paving of Mayor Leroy Brown Road or PEO Drive
• Concrete paving of Road to Port projects in Pangasahan, Lantawan and Lower Cabengbeng, Sumisip
• Constructed a Covered Court for Sumagdang, Isabela City
• Constructed a stage for the Isabela City National High School at Cabunbata, Isabela City
• On-Going Construction of Bailey Bridge at Baluno, Isabela City

ON SOCIAL SERVICES, we accomplished the following:
• Full implementation of all projects locally funded and from outside sources
• Support, promote foreign-funded programs and projects in Basilan
• We implemented Relief Goods Distribution at Sumisip, Ungakaya Pukan and Al Barka whenever the need arises
• FOR IMPROVED HEALTH SERVICE DELIVERY TO OUR CONSTITUENTS: We also strengthened the delivery of health services through the repair and maintenance of existing physical infrastructures, Surgical Missions at Lamitan District Hospital; Medical Mission on Diarrhea Outbreak @ Sangbay Small, Hji Mutamad; Medical Mission at the Provincial Jail and Medical Outreach in the different Municipalities
• TO IMPROVE THE CHANCES FOR OUR YOUTH TO GET A BETTER EDUCATION: We instituted a Student Assistance Program and supported the establishment of the Out of School Youth Development Alliance for Basilan province.

ON ECONOMIC DEVELOPMENT, we accomplished the following:
• Livestock and animal dispersal
• Distribution of hybrid palay and corn seeds to farmers
• Distribution of assorted vegetable seeds
• Distributed Drugs  & Biologics to livestock farmers
• Animal Health Services & AI Activities
• Aquatic Production (Seaweed Farming)
• Agriculture and Fisheries Development
• Entrepreneurship, Business, Industry and Tourism Promotion.

FINALLY, ON ENVIRONMENTAL MANAGEMENT, we accomplished the following:
• Control & treatment of Cocolisap and created a TWG to address this problem
• Natural Resources Management
• Waste Management and Pollution Control
• Massive Environmental Advocacy on Coastal, Mangrove Rehabilitation, Upland Resource Management and Watershed Protection

Para ha mga katawtaymanghuran ku, hi sung natuh in pagtulung-tabang labi-lubah na ha pagpalingkat ataw hi pagparayaw sin kabuhianan sin raayat natuh. Gaus baugbug niyuh aku ha pagdihil ha waktu niyu ha bangsa ta ha hikarayaw sin kahalan sin mga pamilya, iban kadihilan dugaing patatabangan in mga kaanakan ta hasupaya makalayuh ha mga kakahinang bukun maksud marayaw.

Paku ku si kaam kemon pagtuhut tuhutan tebi magpasanyang duk magpasambu dem kauman tebi. Amban aku latun si anak ku Konsehal Al Qaid Akbar duk Board Member Alfiya-Akbar Fernandez pagtabangan kami pinaangkat kaelleman meh raayat ten bi. Ye kinabayaan weh late Congressman Wahab Akbar, hangkan mas hap bang gey keypatan tebi bang ine tatabang ne si pagpasanyang duk pagpasambu dem lahat tebi Basilan. Bisan iye ih ne dehellu amban kitebi na tyah pe kami ngahinang bang ine kinabayaan nen para si kauman Basilan.

Sa ating lahat – mga Basileños – huwag nating kakalimutan, iba’t-iba man ang ating kinalakhang mga tribo o kultura, sari-sari man ang ating mga lengwahe at dayalekto, mapa-anupaman ang ating kulay o paniniwala… pakatandaan natin na tayong lahat ay nakatira sa iisang BASILAN. Iisa lang ang tirahan nating lahat. Mas masarap manirahan sa isang bahay kung tulong-tulong tayo tungo sa masagana, mapayapa at maligayang kinabukasan.

Ginisan bangsa magtaayun si dambuwa maksud. Diverse tribes in harmony, moving forward with One Goal. We are many cultures, but we are ONE. WE ARE ONE BASILAN.
