TRAINING ON INTEGRATED BDS FOR PROCESSED FOOD
RATIONALE OF BUB
In pursuit of attaining the Philippine Development Plan’s goal of
inclusive growth and poverty reduction and promoting governance at the local
level, the Human Development and Poverty Reduction Cluster through the Grassroots Budget Oversight
Agencies shall implement the Grassroots Participatory Budgeting Process
(Grassroots Budgeting) formerly called Bottom-up Budgeting to ensure the inclusion
of the funding requirements for the development needs as they are identified at
the local level in budget proposals of the 12 participating national government
agencies namely:(DAR,DA,DepEd,DOE, DENR,DOH,DILG, DOLE, DSWD, DOT, DTI and
TESDA) as mentioned under DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 4
issued on November 26, 2013.
It aims to improve the implementation of projects and programs and
uplift the poorest regions in the country.
“The government has introduced the bottom-up budgeting system starting
2013 national budget which intend to have closer citizen engagement
through LGU, civil society organizations (CSOs) and the local communities with
a purpose to improve the social and economic well-being of the citizens.” This
new approach fights corruption in government and would create a more open,
transparent and accountable government.
The “bottom-up budgeting” was done through consultations with the 600
poorest municipalities of the country. They created Local Poverty Reduction
Action Plans in cooperation with local CSOs which were submitted to the
national government.
Through CSO, General Santos
City Small and Medium Enterprise Development Council Inc. (GSC SMEDCI),
initiatives submitted a Project Proposal to DILG entitled: “Developing Micro, Small and Medium Enterprises (MSME) through Yamang Pinoy (DTI-02) and
Industry Clustering (DTI-06)” for funding under the 2015 Grassroots
Participatory Budgeting and granted access to DTI National fund which was
coursed through the LGU of General Santos City under CEMCDO for the implementation
of its 2015 BUB Pilot Project.
The two programs are as follows:
A.
Yamang Pinoy- a community level
capability/livelihood program designed to promote an entrepreneurial mindset
among the vulnerable sectors of the society
B.
Industry Clustering Development Program - a key strategy to Micro, Small and Medium
development that provide specific interventions to the priority cluster
industries: Processed Foods, Processed Fish, Bamboo, Coconut, Craft and ICT/BPO
GSC SMED Council, Inc. thrust is for MSME development in the City of
General Santos and in the region as well.

The CSO - KPS submitted a Project Proposal to DILG entitled:
“Community Enterprise Development for Urban Poor Families on Processed Food for
funding under the 2015 Grassroots Participatory Budgeting and granted access to
DTI National fund which was coursed through the LGU of General Santos City under
CEMCDO for the implementation of its 2015 BUB Project.
Target beneficiaries of the project will be coming from Barangay
Labangal, Calumpang, Katangawan and San Isidro.
Its goal is to increase opportunity for employment, jobs generation
and to increase family income.

GENERAL SANTOS CITY – October 27,
2015 Local Government of General Santos City is now conducting livelihood
training with cum title “TRAINING ON INTEGRATED BDS FOR PROCESSED FOOD”
Sponsored by: DTI – City, City Government of General Santos, SMED Council and
KPS Foundation. This in line with the “Button-up Budgeting (BuB) Project 2015”,
held from 27-28, 2015 at DepEd Regional Academy, Quirino Avenue, Dadiangas
East, General Santos City.
Official organizers and lecturers
of this cum livelihood training are the followings: Ms. Lorraine Narbay, Mr.
Jumel De Leon, Ms. Aileen J. Tolimao, Executive Director GSC SMED Council Inc.,
Ms. Flora Gabunales, Provincial Director DTI- South Cotabato R12, Industry
Cluster Manager Processed Food Industry, Mr. Ismael O Salih, Jr. Executive
Director Philexport R12 and Mr. Raymund T. Diaz, Program Head Community
Development.
Participants and attendances are
number of 71 recorded in the registration attendance sheets in this two days
training.
On the other side of the training
in the same venue with the cum title “TRAINING ON INTEGRATED BDS FOR BAMBOO
INDUSTRY with also participants and attendances are numbers of 31 recorded in
the registration attendance sheets is just for one day training course.

The twin trainings focus on
poverty reduction for the urban poor in four cluster identified barangays:
Labangal, Calumpang, Katangawan and San Isidro.

canning industry of General Santos City.
Data shows from Philexport Gensan
60% of small fishing industry are suffering from low production because of
non-catches of Tuna in the local water consider stink or migrated to another
fishing ground. It shows in the data presentation 30-40% has sufficient supply
of Tuna stocks in the canning industry in General Santos City. 30% of the labor
force in the canning industry would be affected from this slow production of
Tuna in our fishing ground, Salih, Jr. said.
Mr. Salih Jr. said, “Potential
for shifting move or strategy would be agricultural stocks”, such as: Fruits,
fresh vegetables, high value crops, banana, coffee, rubber, palm oil, corn,
coconut, rice and livestock, to fill the gap the slow production of the marine
products that will affects Tuna canning industry of our city.
Philexport Gensan concerned for
intervention by the government, he suggested, it need standard and modern
facilities to be constructed and in place for agri-products that can compete
and accepted in the global market especially in the export industry. Focus for
the survival of the local exporters in Region 12 would need to address by all
stakeholders in the industry, Salih Jr. said.

GENERAL SANTOS CITY – September 1, 2015 –
National Tuna Congress Regional Cooperation – The way forward on it 17th years
in existence an industry will join the ASEAN Economic Community and ASEAN
Integration in 2015, the 10 member-countries of the Association (ASEAN) will
form a single dubbed as ASEAN Economic Community (or ASEAN Integration 2015),
making it one of the top 10 global regional economies and a major players in
the global seafood market. Fisheries play vital role in the ASEAN region,
covering some of the most productive waters in the world, contributing to food
security and generating millions of income opportunities. However, fishers in
the region face significant challenges due to the depleted state of many wild
fish stocks, lack of accurate statistics on stock status and poor fisheries
management. With the creation of a single market and production base in 2015,
the harmonization of fishing practices and standards is a key priority.
The SOCSKSARGEN Federation of
Fishing and Allied Industries, Inc. (SAFFAII) join the ASEAN Seafood Federation
(ASF) in 2012 in support of its goals to enhance its commitments towards
regional cooperation. SAFFAII holds the chairmanship of ASF effective this year
(2015) until 2016. The establishment of ASF is an essential foundation that
will further enhance the cooperation between regional countries in preparation
for the ASEAN Economic Community or ASEAN Integration 2015, contributing to a
large goal to integrate the region’s national economies and achieve higher levels
of economic dynamism and competitiveness.
Hence, on this 17th National Tuna
Congress (NTC) our theme is “Regional Cooperation: The Way Forward.” Tuna
industry experts will shed light on the opportunities, issues and challenges
present in the fishing industry in reference to ASEAN Integration 2015.
Our focus in this year’s NTC is
to continue to support, collaborate and participate in all other endeavors
aimed in attaining cooperation among regional fishers, seafood processors and
exporters. Our goals are to openly exchange views among our regional partners
on matters mutual interest, and to enhance our access to better technology,
food safety assurance, supply sustainability, greater market opportunities, and
environment and social responsibility.
Tuna industry it need divine
intervention because of stink shortages of world tuna production, the recent
Tuna players concerned is the ban of Tuna catchers in the Indonesia water not
allowing other nations Tuna Industry to catches fish in their territorial water.
Resolution No. 7 passed by the
NTC – RESOLUTION REQUESTING THE PHILIPPINE GOVERNMENT TO EXPEDITE BILATERAL
TALKS ON FISHERIES COOPERATION WITH INDONESIA. Based on our interview with
Atty. Asis G. Perez during the opening of the National Tuna Congress at the SM
Gensan Trade Hall he said, there are ongoing talks now with the Indonesian
counter-part to resolve this ban issue for the benefits of all Tuna players
that will lift the ban soon. With his positive note, we will monitor the update
from the NTC from time-to-time, what will be the result of the talks between
the Philippine Government and Indonesian Government – Ciudate update
