SEC stated that it will re-conduct the 100% load rejection and trip to house load tests on March 31 and April 1, 2016, respectively, which were considered “indispensable to ensure the power plant’s reliability”. SEC’s final schedule is not yet available at the moment.

We again appeal of your kind understanding for possible interruptions. SOCOTECO II will manage whatever supply available and distribute it as evenly as possible to all customers in Sarangani Province, Tupi and Polomolok and General Santos City.

POWER ADVISORY SOCOTECO 11

Power Advisory:
March 29, 2016
Please be informed that the Sarangani Energy Corporation will be conducting the 100% load rejection test on MARCH 29, 2016 (Tuesday) at 10AM to 1PM. Within this period, power interruption will be felt throughout SOCOTECO II franchise area. Supply will be loaded back gradually. Some feeders may be energized within one hour while some may be restored much later, depending on grid condition and supply available.
After 1PM we will maximize our contracted supply from different power suppliers. In the event SEC will not normalize and connect back to the grid, we will experience at least 20MW deficit, which may result to rotational brownout.
Kindly await further notices on this situation. We hope for the successful test of SEC today.

Three (3) options for MILF after BBL non-passage, says Iqbal

COTABATO CITY, Philippines— Mohagher Iqbal speech on the 2nd CAB Anniversary has three (3) option: To give up and fight, to not do anything or to continue to pursue peace.
These are the only options for the Moro Islamic Liberation Front (MILF) after Congress failed to pass the proposed Bangsamoro Basic Law (BBL), which will implement that group’s peace agreement with the Philippine government.
“Nowadays, one can be easily swayed by emotions, rhetoric and agitations. There are calls for war, as well as the passive acceptance of this fate of the BBL by some sectors,” MILF peace panel chair Mohagher Iqbal said on Monday during the second anniversary celebration of the Comprehensive Agreement on the Bangsamoro (CAB) signing.

 MILF admits frustration amid Bangsamoro agreement’s 2nd anniversary, but even and after the non-passage of BBL in Congress Iqbal said, “They pursued the path peace process whoever the next administration after President Aquino ended his term from office. He is very cordial and humble facing the press who are present covering the 2nd activities of CAB, his composure and aura remain pressure with the non-passage of BBL bill in Congress despite all out supports from the MILF, BBC and the 3rd Party facilitators.

Iqbal, during his speech at Notre Dame University here, said “it is a worrying situation.”
“There are actually only three options left for the MILF and the Bangsamoro: one is to do away with the peace process and revert to armed struggle; or to pursue further the peace process, the BBL especially; or not to do anything at all,” he explained.

He said the MILF will not go to war or accept the fate of the BBL
“We are more determined to assert the full, unconditional implementation of the CAB, especially the enactment of the BBL,” he said.

Iqbal called the CAB a “summation of all [their] aspirations and emotions.”

He said, however, that the CAB is “not spared from mockery and opposition.”

“There are those who see no need, meaning and wisdom over this commemorative event. For them, the non-passage of BBL totally diminishes the value of the CAB,” he said.

Iqbal said the Filipino people should not take the CAB fo granted, although the BBL was supposed to provide for the implementation of many of its provisions.

“The CAB is very much alive. Even though we suffer the setback in the BBL, it is not the end of the road,” he noted.During his speech, Iqbal blamed the groups that blocked the passage of BBL in Congress.

“They all ganged up together and worked their way triumphantly. Who are they? They are those who are insatiable with wealth and power, and those still enslaved by religious bigotry,” he said.

Iqbal called on to the presidential and senatorial candidates in the upcoming May national elections to “take their unequivocal stand on the CAB and the BBL. “You will surely inherit this political problem. We urge all of you to clarify to us the policy that your administration will pursue vis-à-vis the CAB and the BBL. The Bangsamoro votes may pale in comparison to the votes of Christians, but even a single vote can make a difference,” he said.

Iqbal admitted MILF has new Command in the name Commander Ustadz Halim Karialem which still unknown yet to the revolutionary organization he is a new breed of leader in MILF.

2nd CAB signing anniversary celebration to be held in Cotabato City

COTABATO CITY – Stand up for peace. Long live the Comprehensive Agreement on the Bangsamoro (CAB)!
This is the theme of the 2nd anniversary of the signing of the 2014 negotiated political settlement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) that served as basis for the drafting of the proposed Bangsamoro Basic Law (BBL) and outlined socio-economic interventions and transitional justice and reconciliation mechanisms to ensure a just and lasting peace not only in Mindanao but across the country.
The anniversary will be commemorated with an event that will be held at the Notre Dame University Gymnasium in the city on 28 March 2016. The actual signing of the CAB happened on 27 March 2014 but due to the observance of the Easter Sunday, both the GPH and the MILF agreed to hold it on the following day.
“Even though the proposed BBL was not passed by the 16thCongress, the gains achieved in the Bangsamoro peace process throughout the decades have been tremendous. There is solid basis for the people of the Bangsamoro to remain hopeful and continue looking forward toward a better, peaceful future," said GPH chief negotiator Professor Miriam Coronel-Ferrer.
"Most importantly, the CAB binds the government and the MILF to a road map that serves as the best deterrent to violent extremism and lays down the needed social and political reform that would see the full transformation of the Bangsamoro region into a center of peace and development,” she added.
The celebration of the CAB signing anniversary will be the last under the current administration. Aquino is expected to step down in July to give way to the winner of the 2016 presidential election. Ferrer and the rest of the GPH negotiating panels are co-terminus with the President.

BBL non-passage does not diminish successes
Before the signing of the CAB, the GPH and the MILF launched the Sajahatra Bangsamoro Program – a concrete socio-economic initiative aimed to uplift the health, education, and livelihood conditions of residents in MILF communities. Moreover, the Transitional Justice and Reconciliation Commission held earlier this month a public launching of its report and recommendations on healing the wounds of war and addressing the legitimate grievances of the Bangsamoro.
Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Quintos-Deles announced that concrete actions were being undertaken with regard the report. She also mentioned that she would initiate an inter-agency committee to study the TJRC’s recommendations and how to put them into motion.
Also, since 2012, there has been zero skirmishes recorded between GPH and MILF forces except the Mamasapano incident which happened in 25 January 2015. Despite the firefight that lasted hours and resulted in 67 casualties, ceasefire was quickly re-established.

Event Proper
The CAB anniversary celebration will feature several activities such as a photo exhibit on the Bangsamoro peace process and a public viewing of select films and documentaries on the struggles and hopes of the Bangsamoro which will be followed by an open forum. Gates will be opened at 10:00 a.m. while the actual film viewing will begin thirty (30) minutes after.
The formal program will commence at 1 p.m. Bulk of the program will be dedicated to awarding plaques of recognition and appreciation to local and international actors who have been part of the Bangsamoro peace process throughout the years. Aside from the established peace and ceasefire mechanisms, past negotiating panel chairs have also been invited as honorees.
Aside from Ferrer and MILF chief negotiator Mohagher Iqbal, other expected guests include: PAPP Deles; representative/s of the MILF Central Committee; members and representatives of the ceasefire mechanisms; members and representatives of mechanisms under the program for Normalization; members and representatives of the Third-Parties in the GPH-MILF peace process; and members and representatives of the Diplomatic Corps.
There will be food booths within the venue that will provide local delicacies and refreshments beginning 11:30 a.m. Several groups have also been invited to render cultural performances.
Invitations have also been extended to: members of the National Peace Council as well as people from the academe, religious communities, security sector, civil society, indigenous people organizations, and Royal Houses. ###

Palace creates task force for West Philippine Sea

MANILA - Malacanang has formed a task force to advance the country'€™s national interests in the disputed West Philippine Sea.
"€œGiven the country'€™s national interest, national policies, and evolving strategic landscape, a more deliberate and coherent approach in addressing the West Philippine Sea issue is needed for the purpose of orchestrating the national effort and achieving unified action in the West Philippine Sea," said Memorandum Circular No. 94 released by Executive Secretary Paquito Ochoa Jr. on Wednesday.
The circular formally establishes the task force chaired by National Security Adviser Cesar Garcia Jr.

Its members include representatives from the Departments of Foreign Affairs, National Defense, Justice, Interior and Local Government, Environment and Natural Resources, Energy, Agriculture, Trade and Industry, Transportation and Communications and Finance, National Economic and Development Authority, National Coast Watch System, Armed Forces of the Philippines, Philippine National Police-Maritime Group, Philippine Coast Guard and Bureau of Fisheries and Aquatic Resources.
The task force will be responsible in planning and synchronizing the employment of the different national government agencies' capabilities to achieve the national objectives in the WPS.
It will receive guidance from the President, through the Cabinet Cluster on Security, Justice and Peace. The task force will submit reports and recommendations also to the President through the Security Cluster.
Likewise, the national task force will create an Area-level Task Force which will plan and harmonize the efforts of the different government agencies at the area level.
The ATF may also organize Tactical-level Task Forces (TTFs) composed of units, assets, capabilities, and elements of different agencies.
The circular directed all branches of the government, departments, bureaus, agencies, offices, and local government units, including government-owned or controlled corporations, to provide full support, assistance, and cooperation to the national task force in carrying out its mandates and function.
