General Santos City’s journey has never been easy!

Karong buntag, dungan sa atong pagsugod sa atong report sa katawhan sa  General Santos, libo usab nga mga estudyante and mulingkod sa ilang mga bag-ong lingkuranan sa nagkalain-laing mga bag-ong classrooms sa siyudad.
They are a part of the future of General Santos City that we are serving, and I am proud that we were able to address the major problems that they are facing.
This is the chief executive’s report on what we have done with what we have and what we want to make to do towards achieving that goal.
*GREETINGS!
When we embarked on the platform of change three years ago, we set markers along the way to make sure that we do not stray and that we are always guided.
One of those marks is etched on positive changes for education.
EDUCATION
Ang Classroom deficiency sa atong pagsulod sobra tunga na ang atong natubag. From 342 na kulang nga classroom, ang siyudad karon anaa na lamang sa 165.
That shortage will drop further because this year the Department of Education and the Department of Public Works and Highways have earmarked P1 Billion for more classrooms.
I would like to send a special thank you to all my department heads and City Hall employees. Thank you for donating P10 each from your salary so that we can construct makeshift classrooms such as those in Sinawal, Baluan and Calumpang. Kanang mga classrooms nagkantidad og half a million pesos, proyecto nga nahimong posible tungod sa pagtinabangay sa mga empleyado ug sa pribadong sector ug gamay nga counterpart gikan sa City Mayor’s Office. I am so proud of all of you, because this is the first time that an initiative such as this was undertaken and led by no-less than our employees.

We were able to reduce the number of lacking armchairs by 50% -- to 7,000 from 14,000.
Wla sad nato nalimtan ang atong mga pinalanggang teachers. Tungod sa suporta sa atong Sangguniang Panlungsod, nahatagan og P2, 000 nga incentive ang atong mga public school teachers.
If we want to ensure the education of the children of this city, we have to do it right. Sa Day Care pa lang, ginatutukan na sa inyong local government. Napanghatag na nato ang mga Early Childhood Care Development (ECCD) manuals para siguradong epektibo ug pare-pareho ang learning system for children 5 to 6years old.
Our basic goal is to make sure that every child under the new ECCDI system would be able to read 5 words or more before they graduate to kindergarten. This is the only childhood development system of its kind in the entire Philippines.
We also forged an agreement with General Santos City Water District last 2015 para libre na nag water bills sa atong mga Day Care Centers.
The city council also recently passed the ordinance creating the Edukar Gensan, a scholarship program for the poor but deserving students of this city.
Apan, wla pa nahuman, tungod tumong nato nga walaon gyud ang lacking equipment and shortages sa facilities sa atong mga teacher ug sa ilang mga estudyante. That is part of the promise that we made three years ago, and that is part of the changes that we have already begun to undergo.

Damgo nako na wala nay magklse ilawom sa mga punuan ug covered court, wla nay mag-share og classrooms sa dili nila mga classmates ug wala nay estudyanteng taga Gensan nga maglingkod sa salug samtang nagtuon.
Together, we will work to make that dream a reality.
TRANPORTATION
We have to duplicate what we are doing in the education front and apply some of its principles sa transportation. What we did with education was to get everybody involved to address a problem that everybody shouldbe concerned about.
Alam na natin ang problema sa transportation. Dali lang ang solusyon, in fact, gunit nato ang tubag sa problema sa transportation sa siyudad.
Kinahanglang nato i-adopt ug tricktong ipatuman ang nahimong findings sa study nga gihimo sa league of Cities of the Philippines. But beig a leader that concerns himself with the welfare of his people, dili nakomapatuman nga basta-basta lang ang unod sa maong findings.
Dali lang kaayo ang muyawyaw tungod sa atong sitwasyon sa trapik. Kasabot ta ana ug kaila ko ninyo. Kabalo ko concern lang mo sa kahimtang nato. Salamat.
Kung magpataka ta ug aksyon without preparing for the consequences, 13 il nga mga tricycle drayber ug ang ilang pamilya ang puwedeng magutman. Matag usa ana naay dependents.

SECURITY
Sukad sa paglingkod ni Police Director Maximo Layugan isip labaw sa General Santos City Police Office, nitaas ang ihap sa mga krimen nga masulbad. Gikan sa 784 in 2014, nitaas kini ug 899 solved. Sabay ani ang pagmubo sa indexed crimes. From 5,011 in 2014, nahimu na lang ni nga 4,016.
We want to make the public safe from crime and criminality, but we lack police officers. Right now our police officer to population ratio is still from the ideal 1:500.
This is why the city government implemented additional initiatives to help curb crime.
Example is the Purok Laban sa Krimen Program. Ang private sector ug komyunidad, nagatinabangay alang sa safety sa siyudad.
Also, one of our initiatives is the Likay sa Droga program which has 7,000 beneficiaries from our Alternative Learning System, working hand-in-hand with our officers from the expanded – DARE program of the PNP.
In addition, our rescue 727 is now online. Pwede naka mangayo og tabang pinaagi sa pagtawag sa atong mga action centers. Next step in that plan is to add to the insfrastructure and capabilities of that Rescue Unit.
Tungod ani, akong pangayuon sa Sangguniang Panglungsod and pag-approve sa structure sa Public Safety Office, that will combine the offices of DRRM-O, Traffic and Transportation, emergency response services and Civil Security Office.
This way we can further strengthen our urban security solutions by investing in infrastructure, integrated systems and functions, coordinate emergency responses by police, firefighters, emergency and medical teams so that we can cut response time for emergency situations.
Dili ko kontento na makabalo lang ang LGU nga kinahanglan nimo ug tabang, dapat naa usab kapabilidad ang Rescue 727 nga muresponde sa maong panginahanglanon. We need ambulances, buildings, equipment, trainings and CCTV Cameras para dali maka-responde ug mabantayan ang mga residente sa General Santos. If Davao can do it, so can we.
This year the Regional Disaster Reduction and Management Council awarded our Rescue 727 unit with the Kalasag Award as one of the best disaster preparedness units in the region. Lahat ng yan dahil sa pagtutulungan natin.
I need the public to take ownership when it comes to ensuring the safety and security of the community. Kung kulang ang police para bantayan ang katawhan,mutabang ang katawhan sa police sa pagbantay sa komunidad.
Thus, I am requesting the GSCPO and Director Layugan to give me comprehensive security plan so that the local government can see what you need and what we can provide to address those needs.
SOCIAL SERVICES
Part of my social contract with the people is – TO CREATE A LIVABLE ENVIRONMENT FOR ALL GENERALS TOWARDS NATION BUILDING or as we put it in this administration a CLEAN-Gensan.
We focused on the projects that have high impact on the livability of this city.
Maganda ang Gensan, we have a beautiful city.
Our high profile visitors like Davao City Mayor Rody Duterte, Sen. Grace Poe, Leni Robledo and others have attested that indeed, we have a beautiful and progressive city that we should be proud of.
Pero lisud mahimong proud sa imong siyudad kung nahadlok ka kay dulom ang inyong lugar kung gabii.
Gisugdan nato ni sa mga national highways ug karon P90.8 Million worth of streetlights are already erected providing light sa atong mga residente ug mga motorista. This year, we will make our way into the inner barangay levels, until we reach the city’s central.
That’s why before pa ko nilingkod isip Mayor, gisaad nako sa akong kaugalingon nga pahayagon nako ang Gensan. In 2013 when I assumed the office, I immediately signed Executive Order 21, or Oplan Pailaw.
Kauban sa Socoteco II, gikan sa 7,953 nga mga aplikante anaa na sa 85% ang napasugaan o 6,760 na ka mga pamilya ang safe from possible fire tungod sa “series connection” nga illegal.

Para sa Gensan Youth, we have organized the General  Santos Youth Festival, a gathering to help them in sports development, youth and the arts and; skills and talents. This is so revolutionary and inspiring that the National Youth Commission last year acknowledged it as biggest summer youth gathering. We will make the Gensan Youth Festival bigger this year.
Our City Social Welfares and Development Office and City Environment and Natural Resources Office also partnered to have a cash-for-work project for climate change adaptation ang mitigation projects which benefied almost 2,600 individuals.
Of course, padayun ang atong projects for senior citizens, like “Alay kay Lolo at Lola” which benefied more than 3,000 elderly.
Again, this is part of our initiative to make General Santos a more livable place for all.
We also invested, more than P20 million to ensure road safety. Duha ka mga additional traffic lights sa mga strategic places sa atong mga kalsada worth P9 million ug sa tabang sa atong Sangguniang Panlungsod, nakabutang ta og usa ka overpass sa Barangay Calumpang, worth P11.9 million.
The full-implementation of Anti-Smoking Ordinace is also in effect.
I was a smoker too once upon a time, trust5 me, we can stop this vice from taking over our lives.
Salamat sa atong Sangguniang Panlungsod sa pagpasa sa pinaka-unang epiktibong Anti-Smoking Ordianance diri sa Region 12.
To my brothers and sisters in Islam, ang Muslim Cemetery that I promised will finally be opened this year. We have negotiated a portion of land with the Atong Family and we are finalizing the papers with the Department of Agrarian Reform      and other agencies.
To promote livability, we helped SOCOTECO II improve the power supply of Gensan by becoming their ally in seeking solutions, not an enemy out to blame and ridicule them during brownout.
Karon, I would like to congratulate SOCOTECO II for being able to reduce brownouts from 12 hours per day to a minimal number today.
We know SOCOTECO  is to link-up with the Sarangani Energy Corporation (SEC) so that we can completely remove brownout from our dictionary. SEC will give 75MW of power to Gensan. Maka expect ta mas barato na ang kuryente kay wala silat transmission cost.
As you probably know, our sanitary landfill na dugay na kaayong naka-standby tungod sa poor planning and lack of foresight; karon 70% complete na. We have negotiated it to a much lower price from a staggering P325 million to P219 million, at a much responsive size. The original plan for the sanitary landfill would have seen the city paying P1.2 million for 18 months during the operations period at an overwhelming interest rate of 8%. Tungod sa atong intervention, ang bayrunon na P1.2 million sulod sa 18 months, 6 months nalang atong bayaran ug ang transfer of technoloy to operate the landfill will happen for free, best of all ang interest rate is naa na lang sa 4.5%. We have sucessfully turned the Sanitary Landfill from one of the pain points of this city intoa project that the people of this city deserves.
Ang FRAME dugay na nato naplanohan kung unsa ang himuon. Dunay 9,300ka mga active member ang FRAME with more-or-less P38 million in savings. We developed a 12-point agenda to ensure its stability and further strengthen the FRAME initiative. We will identity, develop and train a program management group or SET-G leaders especially in financial management to help upgrade the FRAME program, to better guide them in identifying proper investment opportunities for their savings.
Along with that is the upgrade of MAFMA or the Mutual Aid Fund for Mortuary Assistance. This and strengthening of FRAME is achievable thru linkages and partnerships with non-government institutions and people’s organizations.
Yearly we will help FRAME in coming up with proper monitoring aqnd evaluation of the program as wekk as the annual reporting to the members and beneficiaries. We will provide FRAME with direction and added opportunities. Tandaan nyo ‘yan.
Nagpasamat pud kita sa atong Department of Agriculture, Department of Interior ang Local Government, Department of Trade and Industry, Department of Social Welfare and Development. Sa ilang tabang naka implementa ta ug nagpadayon pag-implementar sa projects under the Bottoms up Budgeting.
Sa 2014, naka-implementar kita ug more thanP29 million worth sa BUB Salintubig; sa 2015 naka implementar kita ug almost P33 million worth na project where DILG allocated P17 million ug ang counter-part sa syudad P15.6 million para sa Salintubig BUB.
With our partnership with DA from 2013 to the present we have already implemented a total P264.2 million worth of projects under sa Socksargen Food and Security program where we have allocated in the city as counterpart worth P39.5 million.
Under sa usab sa BUB through the DA for 2014 until 2016 we have allocated almost P15 million as counterpart sa total projects pf P40.1 million.
HEALTH
Another of our main concern is health. Dili na sikreto ang naabtan natong mismanagement sa Jorge Royeca Hospital o City Hospital. Mga tambal nga natanggong ug wala na dispense, separate nga pagpadagan sa City Health Office ug sa mismong hospital, kakulangon sa basic services sama sa Intensive Care Unit ug uban pa.
Now we can proudly say that our hospital has sufficient medicines. Sa una magkulang ang supply sa medicines because there is no petty cah allotment for it. Maghulat pa sa request ug approval. Ginatawag na gani sa una ang City Hospital nga “Mona lisa Hospital”….. because you lie there, and you die there!
When I came into Office in 2013, we gave that priority and set into motion how to correct it. Through a MOA with the MAHINTANA Foundation, additional supplies of medicines are now being supplied to the hospital for free. Akong balikon, “Libre” na nag mga tambal. Dili na kinahanglan sa mga tao na mupalit ug tambal sa gawas kung kaya lang naman ihatag ug libre sa inyong lokal na pangamhanan.
We also have additional and renovated facilities in the hospital such as; the newly constructed Dietary Bukilding which costs P4.5 million, Watcher’s Area costing P4.7 million, Motopool/Garage/Maintenance which costs P4.9 million, Drainage /System almost P2 million, Waste Water Treatment Facility P5.2 million, Renovation/expansions P28.8 million, TB DOTS Center and Laboratory almost P1 million and Admin. Bldg, P9.9 million with funds coming from the DPWH and DOH.
Around P4.3 million from the hospitals cash collectionof  P110 million was also to finance the program of Enrolment of Indigent Patients at PHGIC’s Point of Care (POC) program.
This program provided access to hospital services and quality medical care at no cost to 1,761 qualified beneficiaries which represent 15% of all admitted patients in 2015.
Halos tanang mga medical and health cases, mapagamay man o dako ginalabay tanan sa atong hospital, isa sa mga rason sa overcrowding. What we did, is empower our Rural Health Units (RHU). Karon naa na ta  12 ka mga RHU’s providing health services nga pwede na dili dalhon sa hospital.
Instead na mudugang ta ug isa ka hospital nga wala’y pondo ug dili ma-budgetan, 12 ka mga RHU ang solusyon. Faster and closer health services sa presyong tama. Mao nang plano pa natong pakusgan ug dungagan ang ihap sa mga RHU nato.
Thank you for our Health Board for helping us in setting everything up.
I would also like to thank Dr. Emily Paladangan Francisco, our new and only neonatologist in the city. She along with her fellow physicians are helping us with bringing better service to the residents of this city.
We have signed a memorandum of agreement with the General Sanos Doctos Hospital. Under the MOA, patients referred by our City Hospital to the Gensan Docotors Hospital for Diagnostic and laboratory services will be received and accommodated at a discount cost.
Sa insufficiency sa doctors, especially in the Pediatric Ward, we made another MOA with the General Santos City OB/GYN Society (GSCOGS) to help the city government. This, time, alagaan na nato ang atong mga doctor, para dili na sila mapugos nga muhawa sa pagpanerbisyo sa gobyerno.
Naa usab ta dugang na mga neurosurgeons.
We also tapeed the private sector to bring in much neede reinforcement. Sama sa gina-advocate karon sa national government sa mga infrastructure projects nga Public Private Partnership, mao sad na atong gihimo para madugangan ang health services.
Gihimo natong mas sayon para sa mga international privategroups nga makasulod sa Gensan aron muhatag sa ilang mga tabang. This has resulted in numerous medical missions sama na lang sa Starkey Hearing Aid Mission, Jacksonville Florida Medical Mission, World Surgical Foundation, Canadian Medical Mission Society, Arkansas Medical Mission Inc. and Tsu Chi Medical Mission.  Wala’y gasto ang siyudad, naka-benepisyo ang katawhan.
Ang atong gisaad nga inventory and audit sa programmms and services sa hospital  miresulta sa pipila ka mga changes sa isitema and sa operation sa hospital.
Instead na mulingkod kita mismo sa hospital in our first hundred days, we installed a Special Action Team aron mas matutukan ang pagpadagan sa hospital, ug masiguro nga ang delivery sa services makaabot gyud sa katawhan.
Gi-implementa usab nato ang Zero-based billing sa tanang pasyenteng walay ikabayad. Kini isa ka butang nga dugay na dapat na gihimo tungod ang atong hospital para sa katawhan, dili negosyo.
Gitabangan nato ang national government. As a counterpart, nanghatag og 4,000 nga mga Philheath cards ang siyudad sugod 2014 to 2015.
ECONOMIC COMPETITIVENESS/BUSINESS CLIMATE
Being from the business sector, I have always known that the business climate of the city has not been reflective of its economic competitiveness before. In short, dako ug daghan ang potential nga negosyo sa city apan gamay lang ang nagasulod o adunay kumpuansa mag-negosyo kung basehan ang atong records.
Garbo nako karon mutindog sa inyong atubangan aron i-report nga ilalom sa mga pagbag-o nga atong gipatuman, atong nakit-an ang pagsaka sa ihap sa mga Micro, small and medium Enterprises (MSMEs) sa siyudad. Gikan sa 1,000 anaa na sa kapin 8,000 ka mga MSMEs sa syudad.
This goes to show that thus administration loks after the welfare of the small and medium enterprises while catering to the needs of larger business who would want to invest in the city. Nagdaghan ang negosyo wala gimanipola.
Pasalamatan nato ang mga nagkalain-laing mga ahensiya sulod ug gawas sa City Hall nga nagtabangay aron mapa-paspas nato ang proseso. Tungod sa mas paspas nga business processing, investors are seriously lookig into the potentials of Gensan and most importantly, mismong mga residente and kumpyansa nga magtukod ug negosyo sa siyudad.
We have seen the increase in number of new business registration and renewals. The number of new business who invested in Gensan grw, from 816 in 2013 to 1,446 today. This was complemented by the increase of business renewals – from 7,848 in 2013 to 8,064 in 2014. These MSME’s employ around 91,000 individuals. Nakahatag na ug negosyo sa siyudad, nadugangan pa ang trabaho.
We also bagged the Blue Certification for our Business Processing and Licensing Office from no less than the office of the ombudsman.
Because of the healthy business and surging economic competitives that we have achieved, the local revenue colletion has posted our highest revenue in more than 20 years. According to the CityTreasurer’s Office, Gensan’s net income in 2013 was P249 million. We were able to increase this to 310 million.
In 2015, the Cities and Municipalities Competitiveness Index (CMCI) placed Gensan in the 17th spot in the country’s most outstanding highly urbanized cities. Kung sa una mga small time lang ang atong kalaban sa CMCI, karon musukol na ta sa mga dagkong siyudad sama sa Makati, Manila ug Cebu.
The Department of Interior and Local Governmet has conferred the Seal of Good Financial Housekeeping to General Santos City.
Pasabot ana, ang inyong local government sa General Santos City, trasparent ug walay anomalya.
AGRICULTURE AND FISHING
We have set our eyes on making General Santos City as the Agriculture Hub of the region. We are still the undisputed Tuna Capital of the Philippines but stricter fishing laws and changing environment challenges mean that we should also support our fishing gains by taking advantage of the agricultural growth that we are experiencing right now and helping export Mindanao as the Food Basket. We are now preparing our international class port to act as hub of agricultural import and export in the region and nearby provinces.
Padayon gihapon ang atong mga projects that aims to make General Satos City as the Agricultural Hub, susch as the completion of farm to market roads, improvement of postharvest facilities among many others. We were also recently awarded project grants for being one of the top 100 cities/municipalities in Fisherfolks Registration.
Konsehal pa lang ko, nakita na nako ang gakadako nga ihap sa mga taga-General Santos nga napreso sa Indonesia tungod sa pagpangisda. Nakapauli na ta ug dul-an libo ka mga mananagat through our repatriation efforts. Kini na mga fishermen, dili ni taga-Gensan tanan. Some of them are from Sarangani, Davao, and Surigao.
Because of this problem. I want to start a dialogue with the Indonesian President so that we can properly determine where our international borders end, and where the Indonesian territory begins.
Being amember of the fishing industry, dili nako gusto pasagdan ang atong mga mannagat. Last year, we gave our fishermen a small tribute piunaagi sa pagtukod ug memeorial marker para sa mga nawala nga fishermen sa Typoon Pablo. I am hoping and praying that they are still alive.

ENDING
Sa ulahi nakong pag-aubang ninyo sa akong 2014 na SOCA. I was shocked that the city has only implemented 4% of the P644 million infrastructure projects already programmed and funded by the previous administration. I am to report to everybody present that we have increased our program implementation by 65%.
Example, in my early weeks in office – around July of 2013 – my administration has stumbled upon P277 million worth of around 80 projects that were not implemented and we were already about to end the year. I see that as an injustice to the people of this great city.
Kung sa 100 ka project sa una, upat lang ang ma-implement, karon napasaka nato ang implementation ana to 65 projects out of 100. But we are not done yet, we will continue to raise that number.
When I said sa last SOCA that I will intensify revenue collection, we were able to increase that as promised. Our total revenue collection for 2014 is P1.3 billion, in 2015 we were able to collect P1.5 billion pesos, an increse of more or less P200 million in our total revenue collection.
When I said in my first 100 days that I will work with the Sangguniang Panlungsod towards a better and more livable city, I walked that talked and our honorable councilors also followed.
Not only did the city council passed meaningful laws like the anti-smoking ordinance, granting our senior citizens free movie privileges, passing our investments code, additional benefits and incentives to all elected barangay officials as well as mortuary benefits; SP Gensan was also declared as the 2015 Local Executive Awardees for Outstanding Sangguninag Panlungsod for Region 12 under the highly urbanized cities/independent component cities category,
Let us give our Sangguniang Panlungsod A ROUND OF APPLAUSE.
We also said that we will provide the necessary infrastructure and streamline process and requirements for existing as well as new business as evidenced by our awards and increase in business renewed, registered and business that have continued to operate.
We will continue to institute reforms and rehabilitate our city hospital as well as drastically re-orient our city health services.
We have also reduced the number of lacking rooms, chairs and supplemental budget for our educational facilities.
We have instituted reforms within city hall to make our employees more service – oriented and responsible public servants. We have conducted trainings, capability building and operations enhancements as well computerizations of our branches.
When I said dili ko kamo pakyason, diligyud ta mo pakyason!
Despite all the success that we have presented and the projects that we have discussed in pursuit of the change that we want to promote in General Santos, we still have a long way to go.
I have a vision and grand plans to General Santos and I cannot afford failure in the pursuit of that dream.
On a more personal note, in my three years as the chief executive of this city, despite sa atong na-achieved, nakita nako nga daghan pa ang mga challenges sa General Santos.
But I believe in thepotentials of our great city, I believe in the people of our city, I believe we have a long way to go but we can do it.
Ang Challenges sa siyudad, extends beyond what we see. Daghan na ang atong nahimo, daghan pa ang kinahanglan himuon ug masdaghan pa ang dapat nato pangandaman.
Ladies and gentlemen, this report is not about egos or special interest; this is about answering the call of preparing for the future generation.
